미취업 청년층의 취업전환에 관한 연구:

국문 초록

본 연구에서는 한국 고용정보원에서 제공하는 청년패널 데이터를 이용하여 실제 미취업상태로 취업시장에 진입하는 것이 취업에 불리한지, 또한 미취업 청년들의 취업상태 변화에 영향을 끼치는 요소들은 무엇인지에 대해 분석한다. 실증분석 방법으로는 다중상태 이산시간 해저드모형을 사용하였다. 실증분석 결과 미취업 청년들의 취업상태 변화를 측정하는 해저드 확률에서 미취업 상태를 유지하고 있는 지속기간이 길어질수록 취업사건이 발생할 확률이 감소하는 것으로 나타났다. 또한 여자인 경우, 기혼일 경우, 자격증을 소유하지 않은 경우 취업 전환확률이 낮아지는 것을 확인할 수 있다. 특히 학력이 높아질수록 임시직 취업사건 발생확률이 감소하는 것은 최근 청년 노동시장에서 발견되는 고학력 장기 실업문제와 연관되어 있다. 또한 직 업훈련은 통계적으로 유의한 효과가 없다. 이를 통해 좀 더 실질적인 직업훈련 인프라와 시스템의 구축이 필요함을 알 수 있었다. 본 분석은 취업시장을 미취업 청년들에게 초점을 맞추어 그들의 취업상태 전환을 연구했다는 점과 시간 위험을 가정하고 미취업 상태 유지기간을 설명 변수로 사용하여 분석결과를 도출한 점에서 학술적 기여가 있다.

영문 초록

This study empirically investigates the disadvantages of young graduates with the unemployed status to enter the labor market. In particular, we analyze the effects of factors including unemployed duration determining employment event transition using the Youth Panel provided by KEIS (Korea Employment and Information Service). A multistate discrete-time hazard model and estimation approach is adopted as an econometric methodology. Empirical results show that the longer the duration of unemployment after graduation, the smaller the hazard probability of employment transition. Moreover, female/married/without certificates unemployed youths have lower hazard probabilities to happen the conversion of employment. In particular, the higher educated youths have a negative association with the event of temporary job position. This result implies that job seekers with college degree may suffer the long-term unemployment problem, which is often found in the recent labor market. In contrast to job-related certificates, vocational training experiences is not significantly associated with employment transitions. More substantial infrastructure and job-training system are required to cope with youth unemployment issue. There is an academic contribution in that we focus on youth labor market and unemployed spells affecting the transition of employment status with survival analysis approach.
