국문 초록

본 연구는 영국의 다양한 영화기금정책 중 관객교육과 관련된 지원정책에 대한 것으로, 영국 영화기금의 조성 현황, BFI의 영화기금 지원정책, BFI의 영화교육 또는 관객교육에 대한 내용을 다루고 있다. 첫째, 영국 영화기금의 조성은 다양한 정부 기금으로 이루어져 있다. 가장 대표적인 기금은 국가복권기금과 영국 국세청기금으로 전체 금액의 60%를 점유하고 있다. 둘째, BFI의 영화기금 지원정책은 크게 영국영화지원과 영화교육에 집중하고 있다. BFI 지출의 상당부분은 영 국영화에 대한 제작 지원금으로 사용되고 있는데, 이는 영국 내 미국영화의 점유울이 높아짐으로써 독립적이고 실험적인 자국 영화를 지원하기 위한 것이다. 셋째, BFI는 자국 영화 제작지원과 함께 영화교육에 대한 지원도 매우 활발하게 이루어지고 있다. BFI의 영화교육은 1960년대 이후 계속해서 추진하고 있는 사업으로 그동안 매우 다양한 접근과 실천이 이루어져왔다. 최근에는 Into Film 프로젝트를 통해 많은 수의 학교에서 영화교육을 진행하고 있다. Into Film은 그동안 FILMCLUB과 First Light 프로그램을 통합적으로 다루면서 영화교육의 확대를 지향하고 있는 프로젝트라고 할 수 있다. 하지만 BFI 다양한 프로젝트는 일정한 기간을 두고 실험적으로 진행하고 있다는 점에 일부 문제점이 노출되고 있다.

영문 초록

This study is about the audience education and support policy in the UK film fund policy. This study was largely composed of three parts. First, it is about the composition of the British Film Fund. Specifically, we will look at how British film-related organizations create and use movie funds. Second, it is about the BFI s funding policy. BFI s film support policy, which is one of the largest organizations in the UK, and which has a high proportion of the total film fund, will be covered through fund-raising. Finally, it is about movie education or audience education. BFI is using more in-film funds for film education than expected through Into Film. In the UK, the continuity of the operation of the movie fund may be deteriorated due to the fact that the part related to audience education is only temporary. In particular, BFI uses a funding scheme with a fixed period of time, such as a pilot program, a three-year plan, and a five-year plan. Of course, this approach may be appropriate at the stage of planning a new support program, but it may also result in less continuity and less intensive investment or support. This is because the subsidy stops and the corresponding program no longer exists and disappears.
