국문 초록

최근 U-City 사업은 대한민국 성장동력 산업의 일환으로 전국 39개 지자체, 52개 지구에서 활발하게 진행되고 있다. U-City 사업의 성공은 IT와 건설산업을 융합하여 발전시키고, 관련 산업들의 동반 성장을 가능하게 하며, 나아가 수출산업으로서 대한민국의 IT 현주소를 각인시킬 수 있는 잠재 가능성을 키울 것이다. 그러나 아직은 U-City 본연의 성공적인 모습을 제시하는 성공사례가 부족하고, 제도적 및 관계자들의 의식의 문제로 큰 성과를 기대하지 못하고 있는 형편이다. 본 연구의 목적은 현재 구축되었거나, 구축 중인 국내의 6개 대표 U-City 사례들을 U-City의 핵심 부문인 개발방법론, 서비스 모델 및 통합 플랫폼, 그리고 도시 통합운영센터의 관점에서 면밀하게 사례분석 함으로써 U-City 사업의 주요 성공요인을 도출하여 U-City 사업의 지속적인 성공을 돕고자 하는것이다. 본 연구의 수행을 통해 도출된 성공요인들은 다음과 같다. 첫째, U-City 사업 이해관계자들간의 합의와 적극적인 협력을 도모하는 일이다. U-City 사업은 다양한 이해관계자들, 즉 발주처, 운영 지자체, 건설사, SI 업체, 다양한 시설물 협력업체 등이 함께 수행하여야 하는 사업인 만큼, 그들이 함께 프로젝트를 관리해나갈 수 있는 방안이 요구된다. 둘째, 다양한 U-City 민간 서비스의 개발이 요구되며, 이를 현실적으로 수행할 수 있는 제도적 지원이 뒷받침되어야 한다. 셋째, 건설과 IT를 융합하는 표준화된 U-City 개발방법론과 가이드라인의 제시가 필요하다. 더불어 일정관리와 품질관리, 그리고 커뮤니케이션 관리에 초점을 맞춘 프로젝트 관리가 정착되어야 한다. 넷째, 다양한 U-City서비스들과 구도시의 서비스들을 연계 및 연동시킬 수 있는 표준화된 통합 플랫폼이 조속히 제시되어 각 지역에서 상이하게 개발되고 있는 통합 플랫폼의 향후 문제 가능성을 차단하여야 한다. 다섯째, 향후에는 공공과 민간에서 제공하여야 할 서비스들을 구분하여 제공할 수 있는 환경을 만들어주어야 U-City 서비스가 보다 활발히 수행될 것이다. 마지막으로 도시통합운영센터가 본래의 취지대로 도시의 각 서비스 영역들을 효율적으로 통합 관리하기 위해서는 지자체의 센터 운영비 확보가 가능할 수 있는 제도적 지원과 다양한 유관기관들간의 조직적, 업무 프로세스적, 의식적 변화가 우선시 되어야 할 것이다. 본 연구는 U-City의 취지를 성취하기 위해서는 정부가 보다 혁신적인 제도적 마련과 지원을 수행하여야 한다는 점을 강조하는 바이며, U-City 관계인들에게 의미 있는 시사점을 제시할 수 있을 것으로 기대한다.

영문 초록

The purpose of the research is to analyze the six U-City implementation cases with focus on the framework of Development Methodology, U-City Service Models and Integrated Platform, U-City Management Center, in order to investigate major issues of concern and to provide core success factors. Devised success factors are as follows; firstly, achieving a census and complete cooperation among the stakeholders to ensure flowing progress of U-City project is crucial. Secondly, development of differentiated and advanced U-City service models specifically designed for location of concern. Thirdly, provision of standardizedand organized U-City development methodology and guidelines for the development of urban development industry and IT telecommunication industry as an integrated industry. Furthermore, Enhancement of schedule management and quality control via the means of officialization of communication channels between U-City enterprises and urban development enterprises. Moreover, Promotion standardization of integrated platforms in order to link and ensure compatibility between U-City services and those of pre-generation cities as well as calibration of legal systems to optimize and secure operation costs of UMC(Urban Management Center). Also, ensuring of appropriate business backgrounds for private business enterprises and manageable divisionof roles of the public organizations and private enterprises should be emphasized. Finally, merging of various publicservices to ensure they function as one integrated UMC resulting in increased productivity and efficiency. The research, given the extensiveinvestigation into the varying perspectives of the stakeholders; U-City ordering body, SI enterprises, local governments, succeeds to provide effective and practical implications.
