내전 종결 20년, 보스니아 민족들의 역사 인식 공유 현황 연구:

국문 초록

보스니아는 현재, 1995년 10월 내전 종식을 위해 미국이 주도했던 ‘데이턴 평화안’ 원칙에 따른 ‘1국가 2체제’라는 독특한 정치, 행정 체계를 구축하고 있다. 하지만 보스니아는 내전이 종결되고 평화협정이 이행된 지 20년이 지난 현재까지도 정치와 경제적 어려움은 물론, 사회, 문화적으로 민족 간 깊은 갈등을 겪고 있는 중이다. 그 배경에는 보스니아 민족 간의 ‘역사 인식 상이성과 공유 어려 움 그리고 이로 인한 사회 통합 노력이 실패’한데서 그 원인을 찾아볼 수 있다. 본 연구의 목적은 보스니아의 조각난 역사 퍼즐의 배경과 현황 그리고 그 주요사례들을 제시하고 이를 분석하는 데 있다. 본 연구의 제 2장에서는 내전 종결 이후 20년 동안 보스니아 내 민족 간의 역사 인식 공유 부재와 상이성 확대 배경으로 지난 2,000년 동안 이어진 ‘종교, 문화적 분할선’이라는 역사적 유산을 설명하고자 한다. 제 3장에서는 역사적 유산 을 극복하려는 보스니아 내 각 민족 간 노력의 어려움과 부재 현황에 대해 소개할 것이다. 제 4장에서는 보스니아 내 민족 간 역사 인식 상이성의 주요 최근 사례들을 제시하고 그 현황과 내용들을 설명해 나가고자 한다. 주요 사례로는 우 선, ‘사라예보 총성 100주년’을 둘러싼 각 민족 간 입장과 역사 재해석을 둘러싼 갈등, 두 번째로는 보스니아 내전 당시 자행된 ‘스레브레니짜 대량 학살’및 민족간의 조각난 역사 퍼즐, 그리고 세 번째로는 보스니아 내전의 시작을 의미하는 ‘1월 9일’ 국경일 지정 논쟁을 들 수 있다. 마지막으로 제 5장에선 보스니아 민족들의 ‘조각난 역사 배우기’와 ‘역사 인식 상이성’이 현재는 물론 미래 ‘1국가1체제’ 형성에도 부정적 영향을 미칠 것이라는 전망과 함께, 연구자의 시사점을 제시하는 것으로 결론을 내리고자 한다.

영문 초록

Bosnia is currently building a unique political and administrative system called the ‘One State Two Systems’ based on the ‘Dayton Peace Agreement’ which was led by the United States for the end of the Bosnian civil war in October 1995. But even after twenty years since the end of the civil war and the implementation of the peace treaty, Bosnia is undergoing political and economic difficulties as well as social and cultural conflicts among the nations. In the background, there is a difference of historical understanding and difficulty of historical consensus among the nations. As a result, this makes social integration difficult. The purpose of this study is to analyze the background and current situation of the broken puzzles of Bosnia’s history among the nations and its main cases. In Chapter II of this study, I explain the historical legacy of ‘religion and cultural division line’ that has lasted for 2,000 years like as the background of lack of shared historical consensus among the nations in Bosnia for 20 years after the end of the civil war. In Chapter III, I introduce the difficulties and the absence of efforts among the nations in Bosnia to overcome historical heritage. In Chapter IV, I present the main recent cases of differences of historical understanding among the nations in Bosnia, and explain the current situation and contents. The main examples are the conflicts between the positions of the nations and the reinterpretation of the history of the ‘100th anniversary of the shooting in Sarajevo’, the second is the ‘Srebrenica genocide’ which carried out during the civil war, and the third is the ‘9 January’ national holiday debate, which marks the start of the Bosnian civil war. Finally, in chapter V, I prospect that ‘learning of broken puzzle of history ’and ‘differences of historical understanding’ in Bosnia will have a negative impact on future ‘One State One System’.
