한일국교정상화 이전 생산 설비의 도입

국문 초록

본 논문은 면방직산업을 대상으로 해방 이후 한일국교정상화 이전까지 한국과 일본의 경제교류를 검토하여 한일국교정상화의 의의를 재검토한 것이다. 한일국교정상화 이전의 경제교류를 면방직산업의 핵심설비인 정방기와 직기를 대상으로 검토해 본 결과는 다음과 같다. 첫째, 국교정상화 이전 한국과 일본의 교류는 미국의 동북아지역 통합구상, 한국과 일본 정부, 그리고 면방직업계의 이해가 복합적으로 결합된 결과였다. 둘째, 한일국교정상화 이전 한국 면방직업계가 보유했던 정방기과 직기는 1950년대 전후복구과정에서 도입된 것이 대부분이었다. 그리고 이 설비들은 원조자금으로 도입된 것을 제외하면 주로 일본 제작회사들이 제작한 설비였다. 셋째, 해방 이후 한일국교정상화 이전까지 수입되었던 면방직설비 중에서 정방기는 일본에서 제작되어 수입된 것이 76.1%를 차지할 정도로 지배적이었다. 직기의 경우에도 일본 이외의 제작사는 원조프로그램에 의한 수입만 있었을 뿐, 일본 제작사가 만든 설비가 전체의 78.8%를 차지했다. 이것은 한일국교정상화 이전에 이미 일본 제작사들이 만든 설비가 한국 면방직업계에 지배적인 설비로 자리 잡고 있었음을 보여주는 것이다. 한국과 일본은 미군정기에는 미군정에 의해, 정부 수립 이후에는 정부와 민간의 필요에 의해 한일국교정상화 이전에도 경제교류를 지속했다. 그 결과 면방직부문에서는 한일국교정상화 이전에 상당한 수준의 경제적 연관을 이미 형성하고 있었다. 따라서 그동안 한일국교정상화가 모든 산업부문에서 한국과 일본의 경제교류에 결정적인 계기가 되었다는 인식은 수정되어야 한다.

영문 초록

This study exploits Korea-Japan economic exchange in cotton textile industry from Independence of Korean to the Korea-Japan diplomatic normalization to bring a new understanding of the significance of the Korea-Japan diplomatic normalization. We investigate core cotton textile industrial facilities such as a weaving machine and a cotton spinning machine, and show three main findings. First, Korea-Japan trade before the diplomatic normalization resulted from a combination of the plan of the United States on integration of Northeast Asia, interest of the Korean and Japanese government, and a concern of cotton textile industry. Second, most of a weaving and spinning machines in the South Korea before Korea-Japan diplomatic normalization had been introduced during the post-war rebuilding in 1950s. Most facilities except for the case of foreign aid and funds were made in Japan, Third, most of cotton textile facilities such as a weaving machine and a cotton-spinning machine were imported from Japan; 76.1 percent of spinnig machine and 78.8 percent of a weaving machine. Therefore, Japanese manufacturers were major suppliers of the equipment and facilities for Korean cotton textile industry before Korea-Japan diplomatic normalization. In conclusion, The economic relationship between South Korean and Japan had already substantially established before Korea-Japan diplomatic normalization. Therefore, it should be rectified that the Korea-Japan diplomatic normalization was the start of Korea-Japan economic exchange.
