남북경찰통합 시 북한 경찰인력 재임용 방안 연구

국문 초록

남북 경찰통합, 특히 인민보안원의 재임용을 포함하는 북한 경찰인력의 재구조화는 남북한 주민 간의 마음의 통일, 곧 사회·심리적 통합과 직결되어 있다. 때문에 신중하고도 지혜로운 대처가 필요하다. 이와 관련해서 동독 경찰의 재임용 등 경찰인력 통합사례는 우리에게 시사하는 바가 매우 크다. 북한의 순수 인민보안원들은 동서독 사례와 같이 개별 심사 및 해고 또는 재임용 등 정리의 대상이 될 것이다. 재임용과 관련해서는 객관적인 원칙의 수립과 일관된 적용, 권위있는 심사위원회의 구성, 투명한 절차의 진행 등이 확보되고 실행되어야 한다. 아울러 경찰인력의 통합에 필요한 각종 인적·물적 지원(파견인력에 대한 인센티브 제공, 교육훈련, 교환근무 등)과 법령 정비가 신속하게 뒤따라야 할 것이다.

영문 초록

Restructuring of North Korean police manpower including reemployment of North Korean people s policemen among the various issues on South-North Korean police integration is closely related with unification of minds, that is, social-psychological integration between South and North Korean people. Therefore, wise and discreet measures are needed. In relation to this, East and West German case of police manpower integration is much illuminating upon us. In light of German case, all the pure people s policemen of North Korea will become under individual screening and be classified as the objects of dismissal or reemployment. Regarding reemployment, establishment and coherent application of objective standards, formation of authoritative inspection committee for reemployment, running off transparent procedures etc should be fully arranged and put into action. Moreover, not only human and material support including supply of incentives to dispatched South Korean policemen, education and training, exchanges of services but also enactment of relevant laws and regulations should be speedily followed.
