도시재개발사업 의사소통의 합리성

국문 초록

도시재개발사업은 이해관계자간 사업에 대한 이해 부족과 합의가 이뤄지지 않은 상황에서 사업이 진행됨에 따라 심각한 갈등을 유발한다. 이 연구는 제주시 재정비촉진사업의 의사결정 과정에서 의사소통의 합리성 여부를 살펴보는 데 그 목적이 있으며, 이를 통해 시사점을 제공하는 데 있다. 분석자료는 질적자료인 전문가 심층인터뷰와 제주특별자치도의회 회의록을 대상으로 하였다. 제주시 재정비촉진사업이 해제된 원인을 분석하기 위해 의사소통의 ⅰ)이해가능성, ⅱ)진실성, ⅲ)정당성, ⅳ)진리성, ⅴ)형평성, ⅵ)공정성을 분석틀로 삼았다. 분석결과, ⅰ)의사소통의 이해가능성 측면에서 원도심의 역사성과 주민의 정체성을 제대로 이해하지 못한 채 전면개발 방식으로 사업이 추진되었으며, 참여주체 간에 이해도 부족하였다. ⅱ)진실성 측면에서 공공기관은 지역 주민에게 사업에 대한 정확한 정보 제공과 의견 수렴에 진실하지 못했다. ⅲ)정당성 측면에서 보면, 개발주체는 지역 주민의 정체성을 무시하고 경제적 측면만 고려한 개발을 추진하였다. ⅳ)진리성 측면에서 공공기관은 주민에게 경제적 타당성이 없다는 사실과 개발방식의 문제를 제대로 알리지 않았다. ⅴ)형평성 측면에서 사업주체간 이해관계가 복잡하여 주민과 자영업자의 의견이 무시되었다. ⅵ)공정성 측면에서 사회경제적 취약계층이 의사소통에서 배제되었다. 도시재개발사업이 계획대로 추진되고 사전에 갈등을 예방하기 위해서는 참여주체간 소통으로 계획을 수립하여야 한다. 또한 참여주체간 의사소통은 합리성에 바탕을 두어야 하며, 참여주체간 공론의 장을 만들어 가도록 상호 배려를 하여야 한다.

영문 초록

Urban redevelopment projects cause serious conflicts as the business progresses with lack of understanding and consensus among stakeholders. The purpose of this study is to investigate the rationality of communication in decision-making process of urban renewal projects in the Jeju City. The analysis data were qualitative in-depth interviews and minutes of the Jeju Special Self-governing Council. In order to analyze the cause of the dismissal urban renewal projects in the Jeju City, the analytical framework was i)the comprehensibility of the communication, ii)sincerity, iii)the legitimacy, iv)the truthfulness, ⅴ)the equity and ⅵ)the fairness. As a result of analysis, i)In terms of the comprehensibility of communication, the project was carried out in a full development mode without understanding the history of the center and the identity of the residents. ⅱ)In terms of sincerity, public institutions were not able to provide accurate information and opinions to local residents. ⅲ)In terms of legitimacy, the development body ignored the identity of local residents and pursued development considering only the economic aspect. ⅳ)In terms of truth, public institutions did not inform the residents of the fact that they had no economic feasibility and the problem of development method. ⅴ)In terms of equity, the opinions of the residents and self-employed were ignored because of the complexity of the interests between the Business entity. ⅵ)In terms of fairness, Socioeconomically vulnerable class were excluded from communication Urban redevelopment projects are carried out according to plan and plans should be established by communicating with participants in order to prevent conflicts in advance. In addition, communication between participants should be based on rationality and mutual consideration should be made to create the public sphere among participants
