국문 초록

본 논문의 목적은 시민사회역량강화를 위한 지방정부의 지원의 사회정치적 정당성을 논하고, 여기에 근거하여 지방정부가 시민사회 권력화를 위해 어떤 수준의 지원과 지원방식을 해야 하는지를 밝히는데 있다. 지방정부의 시민사회 역량강화 프로그램의 사회정치적 정당성은, 정부적 측면에서 보면 주민자치역량 강화가 곧 좋은 정부를 의미하기 때문이고, 시민 사회적 측면에서 보면 시민 사회실패를 극복하여 시민사회에 담당한 공공재를 시민들에게 보급할 수 있기 때문이다. 본 논문은 주민자치 역량을 강화하기 위한 전략으로 중간지원기관이 대단히 유용한 수단이라고 주장한다. 우선적으로 중간지원기관 설립은 시민사 회의 아마추어리즘, 자원부족, 섹터적 파편화, 편협주의 등으로 인해 발생하는 시민사회실패 (voluntary failure)를 극복하기 위한 유용한 수단이다. 뿐만 아니라 국가와 시민사회 그리고 시장과 시민사회의 포괄적 교량역할을 담당함 으로서 지역 거버넌스를 촉진한다. 특히 한국의 경우에는 많은 시민사회실패가 자원부족으로 오는 경향이 있다. 국가 간 비교연구를 통하여 살펴보면, 한국은 경제발전 수준에 비해 시민사회에 대한 정부보조금이 너무 적고 미흡한 편이 다. NGO에 대한 정부지원 방식도 단위 사업비 중심으로 배분되고 있어서 소모적이고 일시적이어 시민사회역량강화에 크게 기여하지 못하고 있다. 현재 한국의 경우에는, NGO의 역량강화 프로그램(capacity development program)을 위한 정부지원은 거의 전무한 상황이다. 한국의 지방정부도 시민사회역량강화를 위한 특별재정회계를 설정할 필요가 있고 시민사회와 협의 하에 장기적이고 전략적인 관점에서 주민자치역량강화를 추진할 필요가 있다.

영문 초록

The objective of this thesis is to clarify why local government should work to empower civil society, the appropriate level of government subsidies for NGOs, and effective means of supporting such programs. The political legitimacy of government subsidies for NGOs is based on the notion that ‘good government’ can’t be realized without a highly organized civil society. In addition, the government subsidies help civil society overcome the so-called voluntary failure caused by scarce resources. This thesis argues that the intermediate support organization(ISO) is an effective means of implementing empowerment programs of NGOs. First of all, ISO is an institution which is designed to overcome voluntary failure cased by amateurism, material scarcity, restricted focus, sector fragmentation, and/or sector parochialism. In addition, ISO is likely to facilitate the governance between civil society & government or the governance between civil society & business. In particular, many voluntary failures in Korea frequently arise from material scarcity. Comparative studies clearly show that Korea is behind other advanced democracies in terms of government subsidies for NGOs, in particular, considering its economic development. Currently government subsidies are primarily appropriated for short-term programs, leading to few resources being allocated on long-term capacity development programs. If local government is serious about good governance. they should establish special financial aid for NGOs
