세종시 사회통합의 방향과 범위: 사회자본 관점의 주요 이슈

국문 초록

세종시의 사회통합에 있어서 세종시 내부의 공간적･사회적 통합 수준을 넘어 인근의 범충청권･전국적 범위에서 지역균형발전과 국가경쟁력강화를 이루어 세종시 건설의 정당성을 확보할 필요가 있다. 이것은 사회통합을 단순히 사회적 갈등을 극소화한다거나 봉합하는 수준이 아니라 이해관계의 표출로 받아들이고 사회적 문제의 해법을 모색하는 과정으로 이해하는 최근 이론적 경향을 받아들 이고, 세종시 태생의 정치적 배경을 고려한 접근방법이다. 충청남도 연기군 주변의 농촌지역에 도시를 세우고 세종시라는 명칭을 부여하고 행정중심기능을 수행 하도록 한 국책사업의 성격을 감안할 때 물리적 여건이나 공식적 제도의 정비를 통해서만은 갈등을 해소할 수 없다. 세종시의 사회통합은 사회자본의 이론에 따라서 지방정부와 중앙정부, 지방자치단체 상호간, 지역사회의 다양한 이해집단간 신뢰, 협력, 규범, 사회적 연대 등이 요구된다. 아울러 세종대왕의 문화적 아이 콘을 빌어 도시 명칭을 정했으므로 세종대왕의 상징적 가치와 연계하여 도시 정체성을 새롭게 정립하면서 다양한 사회통합 프로그램을 추진할 필요가 있다. 결국 세종시 사회통합은 세종시 내부사회, 범충청권 광역사회, 전국적 국가사회에서 세종대왕의 상징성을 중심으로 문화적･행태적 접근을 통해 사람들의 태도와 가치관을 새롭게 변화시키는 방향으로 추진하는 방안을 제안한다.

영문 초록

Taken the political background of the policy into the consideration, it is necessary to justify the goals of building the Sejong City by the attainment of balanced regional development and national competitiveness enhancement beyond the internal cohesion of Sejong City at the physical and social level. This approach incorporates the trend of recent theories in which social cohesion is not simply to minimize the social conflict or to bridge social cleavages, but look at the rise of the conflict as a form of interest articulation and as a process of seeking for the solution of social problems. Given the characteristics of the national policy to build a new city in a rural area around Yeongi kun of Chungcheong Nam-do and name the city after King Sejong, the conflicts in relation to the construction of Sejong City may not be resolved only by taking favorable measures at the level of physical surroundings and formal institutions. The social cohesion of the Sejong City requires trust, cooperation, norms, social networks and other factors constituting social capital in the relationships between local and central governments, between local governments, and among diverse interest groups. In addition, the identity of the city should be established in the context of symbolic value of the King of Sejong and a variety of social cohesion programs should be implemented under the cultural identity now that the name of the city comes from the cultural icon of the King. It is argued, in conclusion, that the social cohesion of the Sejong City is possible by changing the attitudes and values systems of people using the symbol of King Sejong, which may function as a catalyst of social capital, in the three conceptual boundaries of the internal society of Sejong city, the expanded society of Chungcheong region, and the national society of Korea.
