교육복지 정책 경향에 대한 네트워크 텍스트 분석

국문 초록

교육복지정책은 John Rawls의 정의론(1971)에 입각해 사회적 약자를 배려한 결과적 평등관이라는 맥락으로 진행되어 왔다. 역대 정권 또한 교육복지정책에 관심을 갖고 정책을 실행해왔으나 정권에 따라 정책에 대한 일관성은 없었다. 이 연구는 문민정부(1993)부터 박근혜 정부(2015)까지 교육백서와 업무계획을 중심으로 교육복지 정책과 경향을 분석하는데 목적이 있다. 이를 위해 네트워크 텍스트 분석 방법을 사용하였으며, 대상은 정권별 교육백서와 교육부 업무계획을 분석하였다. 분석결과 첫째, 교육복지 영역에 대한 개념 합의가 이루어지지 않은 채 정권이 바뀔 때 마다 축소, 확대되었다. 둘째, 시대적 상황을 반영하는 새로운 항목들이 신설되었다. 셋째, 교육복지 영역에 대한 명확한 기준이 없어 정권별 교육복지 항목은 정권별 자의적 해석의 결과물이었다. 결론적으로 교육복지 정책은 포퓰리즘 형태로 쟁점화 되어 인기에 영합하는 정책으로 비춰졌으며, 정권이 바뀔 때 마다 교육복지 정책은 표류해 왔다. 미래 교육복지 정책은 ‘무상’ ‘공짜’의 개념이 아닌 국민이 누려야 할 ‘권리’ 개념으로 전개되어야 하며, 정권의 성향에 의해 해 마다 바뀌는 정책이 아니어야 한다. 교육복지와 교육복지정책에 대한 전체적 합의를 통해 하고 싶은 정책이 아닌 해야 할 정책, 국민이 필요로 하는 정책이 무엇인지에 대한 연구와 실천이 논의 되어야 할 것이다.

영문 초록

The educational welfare policy has been implemented toward the context of ultimate equality in which the marginalized in society are cared based on A Theory of Justice (1971) authored by John Rawls. Korean governments to date have also pushed forward relevant policies with a great interest, but the policies have lacked consistency. This study looks at white papers on education and work plans released by the Ministry of Education since the civilian government in 1993 to the current Park, Geun-Hye Administration, aimed at analyzing educational welfare policies and the trend. To achieve this purpose, the text analysis method was used and white papers as well as work plans of the Ministry of Education from each government were studied. The result is: First, the range of educational welfare to be covered fluctuated whenever the government changed, as a consensus on the concept between parties was not achieved. Second, new policies that reflect the times were created. Third, the issue of educational welfare was interpreted arbitrarily depending on the ruling government and each policy only reflected each different understanding, due to lack of transparent definition or standards. In conclusion, educational welfare policies have become a hot-button issue and evolved in the form of populism, leading to a misunderstanding in public and, therefore, they were often adrift whenever the ruling party changed. The concept over the educational welfare policy should become different for the future. It should be evolved from ‘free-riding’ or ‘free of charge’ to a justified ‘right’ to be enjoyed. It also should be consistent at any given year regardless of political orientation. In a collective consensus, educational welfare and its policies which are necessary not just favorable should be considered. Studies and practices on required policies by the public should also be further discussed.
