분노범죄의 발생원인과 대응방안에 관한 연구

국문 초록

최근 우리 사회에서 발생하고 있는 분노범죄의 심각성을 인지하여, 이 연구에 서는 분노범죄의 발생 원인을 알아보고 이에 대한 효과적인 대응방안을 모색하고자 하였다. 지난 5년간(2009∼2013) 분노범죄 발생 증가원인을 살펴보고, 분노 범죄 중 사회적 물의를 일으킨 심각한 사건사례들을 분석한 결과는 다음과 같다. 분노범죄의 발생원인은 크게 개인적 원인과 사회･환경적 원인으로 나누어 볼수 있다. 우선 개인적 관점에서의 분노범죄 발생원인은 개인적이거나 가정적인 불화 관계가 근본적으로 해결되지 못하여 평소 축적됐던 스트레스와 울분이 어느 순간 한꺼번에 표출되어 범죄가 발생하게 된다. 또한 정신적인 이상과 같은 장애가 있는 경우에도 뇌의 분노조절에 대한 통제 기능이 제대로 작동하지 못하기 때문에 분노조절장애로 인하여 발생하기도 한다. 다음으로 사회･환경적인 측면에서의 분노범죄의 발생원인을 살펴보면, 가족과 사회의 유대관가 약화되거나 사회적 편견과 좌절로 인하여 현실불만을 갖게 되면서 분노범죄가 발생하게 된다. 특히 주변에 대한 지속적인 관심과 지원이 부족하 거나, 지역사회와 구성원과의 계속적인 소통이 부족한 사회적 약자들에게 분노범 죄가 발생할 가능성이 더 높다. 따라서 이러한 분노범죄에 대한 대응방안으로는 국가의 지속적인 관심과 지원 아래 다양한 심리치료 등을 병행하여 스트레스를 해결할 수 있는 방안과 기관과의 협업을 통한 사회안전망이 구축되어져야 한다. 그러나 무엇보다 중요한 것은 분노범죄가 개인의 질병과 문제가 아니라 사회적인 문제로 인식하고 국가와 지역 사회의 지속적인 관심과 노력이 이루어져야 할 것이다.

영문 초록

In this study, we recognized the seriousness of crimes of passion occurring in our society. In result, in this study, we have looked into the cause of crimes of passion and tried to find out an effective countermeasure. We searched for the cause increasing this kind of crimes for the past 5 years. The case study findings of the analysis among the incidents that brought on public criticism show some interesting points. Factors causing crimes of passion can be divided into a personal cause and a social, environmental cause. Crime occurrence related with the personal cause usually occurs when personal accumulated stress and pent-up anger burst out at once. In some cases, anger control disorder that makes anger management not easy for some individual can also be the trigger of crimes of passion. If we look into the terms of social and environmental cause of crime, crimes occur when family ties are weakened or societal prejudice and frustration cause complaints about reality. Especially, crime is more likely to occur to underprivileged who lacks ongoing care and support from the society. Therefore, a variety of psychological therapies should be applied to solve stress under the constant interest and support of the nation. In addition, a social safety net should be established through collaboration with various organizations. However, among the most important is that crimes of passion should be recognized as a social problem, that needs constant attention and efforts from the national and local communities, not as a personal illness or disorder.
