국내 CCTV운영 현황 및 위치선정 가이드라인 제안에 관한 연구

국문 초록

CCTV는 감시성 강화에 효과적인 방안으로 인식되며 최근 국내에서도 CCTV 신규설치를 통한 범죄예방 정책이 각광받고 있다. CCTV 신규설치 사업의 확장에도 불구하고 기존 연구들에서 신규 CCTV설치장소를 선정하는 가이드라인이 마련되지 못하고 있는 실정이다. 또한 급속도로 증가하고 있는 CCTV의 운영현황과 실태파악이 제대로 이루어지지 않고 있다. 이에 이 연구에서 CCTV 운영현황을 파악하고 방범용 CCTV신규설치 위치선정을 위한 가이드라인을 제공하고자 하였다. 연 구목적 달성을 위해 제주도를 제외한 전국 시ㆍ군ㆍ구로부터 CCTV운영자료를 취합하여 CCTV 운영실태를 파악하였다. 또한 기존 연구들을 검토하여 CCTV신규설치 위치선정에 활용할 수 있는 위치선정 가이드라인을 제시하고자 하였다. CCTV운영현황과 관련하여 최근 6년간 CCTV신규설치 및 운영예산이 급속하게 증가하였으며 화질개선 노력이 이루어지고 있었다. 또한 CCTV신규설치를 위해 CCTV담당부서, CCTV 위치선정위원회, 위원회 근거마련, CCTV관제센터 개소가 이루 어지고 있었다. CCTV신규설치를 위한 가이드라인으로 범죄분석, 지역분석, CPTED분석, 그리고 지역주민들에 대한 심리분석을 포괄하는 위치선정 가이드라인을 제시하였다. 정량 및 정성자료를 기반으로 총 35문항을 선정하여 CCTV신규설치 후보지역에 대한 우선순위를 평가할수 있도록 하였다.

영문 초록

As an effective measure of enhancing surveillance, crime prevention policy by installing CCTV is attracted public attention. Nonetheless the expansion of CCTV attention, previous researches has failed to suggest an effective guideline for installing CCTV in the proper places. In addition, it is unidentified the current condition of operating CCTV nonetheless of speedily expanded crime preventive activities based on CCTV. As a result, this study attempted to figure out current condition of operating CCTV and suggest a guideline for CCTV’s proper installing places. To accomplish these goals, the authors collected and analysed the operating data for CCTV around all of Korean local governments expect for Jeju Island. Moreover, the authors reviewed many of previous studies related to CCTV and extracted discussions to suggest an effective guideline for the proper installing places of CCTV. In terms of current condition of operating CCTV, it is rapidly increasing new enterprises of installing CCTV and the amount of budget for CCTV during 6-years period from 2011 to 2016 with improvement of image quality. Additionally, many of local governments have taken an much of efforts to developing CCTV policy including the establishment of CCTV committee, the preparations for legal grounds and the opening of CCTV monitoring center. This study also makes a suggestion to developing a new guideline for installing CCTV based on crime analysis, community analysis, CPTED analysis, and psychological analysis. With quantitative and qualitative data, the suggested guideline helps to figure out proper places to install a new CCTV.
