국문 초록

대중교통 서비스는 불특정 다수에 대한 수혜 혜택과 동시에 국민의 기본적인 통행권 보장, 사회활동에 필요한 필수적 요소로서 공공 서비스 상품의 특성을 지니고 있다. 본 연구는 제주지역에 대중교통의 체계 개편을 위한 일환으로 신교통수단의 도입에 관한 지속적 논의가 이어지고 지역특성과 여건을 고려한 쾌적한 교통 환경이 구축될 필요성이 있다는 점에 주목하여 현재까지 대안으로 제시된 각각의 신교통수단 도입에 따른 가망노선을 대상으로 정성적ㆍ정량적 요소들을 종합적으로 고려하여 지역 내 공공 서비스 상품의 선정에 대한 시사점을 제시하고자 하였다. 연구목적의 달성을 위해 AHP 계층구조는 문헌조사 및 연구진의 브레인스토밍을 통해 설정하였으며, 제주지역의 교통 및 경제, 관광 관련 분야의 전문가 21명을 대상으로 AHP 설문을 실시하였다. AHP 설문 및 분석을 위한 신교통수단의 최적 노선 결정요인은 지역 내 요구사항을 반영한 질적 요소와 공급측면의 진보적인 기술적 요소 등을 고려하여 가치요인을 설정하였으며, 요인 간 상대적 중요도를 산정한 후, 각 대안에 대한 종합적 비교ㆍ평가를 통해 최적 대안을 선정하였다. 연구 결과, 최적노선에 대한 가치요소의 상대적 중요도는 구축용이성 이 가장 높은 것으로 나타났고 경제성 과 공공성 의 순으로 나타났으며 가치요소를 종합적으로 평가한 결과, 최적대안노선으로 가망노선 2가 선정되었다. 본 연구는 공공사업 부문의 인프라 구축과 지역 공공 서비스 상품의 선정에 있어서 질적 요소와 기술적 요소 등을 고려한 단계적 의사결정방법론의 활용을 통해 비교ㆍ평가하여 대안을 제시했다는 점에서 학술적 의미를 가지고 있다. 실무적으로는 지역 공공재로서의 미래가치뿐만 아니라, 지역내 질적 특성 등을 고려하여 주요 가치요소를 판별하여 제시했다는 점에서 정책 당국자에게 유용한 시사점을 제공한다. 특히 지역의 사회적 이슈로 대두되고 있는 교통현안에 대해 지역 내 특성을 고려한 질적 요소와 공급측면에서의 진보적인 기술적 요소 등을 단계적ㆍ수리적 검증과정을 통해 비교ㆍ평가 후, 대안을 제시했다는 점에서 차별점을 갖는다.

영문 초록

Public transportation services have the characteristics of public service products as an indispensable element for social activities, benefits for the unspecified majority, and basic right of passage for the public. This study focuses on the improvement of public transportation system in Jeju area as a social issue. Considering the qualitative and quantitative factors of the proposed routes according to the introduction of each new transportation method, this study suggests implications for the selection of public service products. In order to achieve the purpose of the study, AHP questionnaire was conducted for 21 experts in traffic, economy and tourism related field in Jeju area. The factors determining the optimal route for the AHP questionnaire and analysis were determined by taking into consideration the qualitative factors reflecting the requirements in the region and the progressive technological factors in the supply side. After calculating the relative importance between the factors, the optimal alternative was selected through comprehensive comparison and evaluation of each alternative. As a result of the study, the relative importance of the value elements for the optimal routewas found to be the highest in ease of construction , followed by economics and publicness . In addition, Route 2was selected. This study has an academic meaning because it suggests alternatives by using stepwise decision methodology relating qualitative and technical factors in construction of infrastructure of public sector and selection of local public service products. Practically, it provides important implications for policymakers in that they identify and present key value elements in consideration of not only future value as a local public good, but also qualitative characteristics in the region. On the other hand, there are limitations in regard to the alternative analytical aspects of the evaluation alternatives and the lack of consideration of various value factors in the AHP layering stage. In this study, we propose alternatives to the traffic issues that are emerging as social issues in the region after comparing and evaluating qualitative factors regarding regional characteristics and progressive technical factors in terms of supply through stepwise andmathematical verification processes.
