국문 초록

경제적 세계화는 국제무역의 광범위한 확대, ‘자본’이동의 자유화, 자유로운 해외직접투자 등 전 세계적인 자본의 자유로운 이동으로 인해 세계를 단일 시장으로 만들어 놓았다. 이에 더해 세계화는 또 다른 생산요소인 ‘노동’의 자유로운 이동을 가능하게 하여 전 세계적으로 새로운 유목민 현상을 일으켜 경제적 풍요로움을 찾아 많은 사람들을 세계 각국으로 이동시키는 결과를 가져왔다. 자본과 노동의 범세계적 이동과 신자유주의적 개방정책으로 시작된 경제적 세계화는 많은 국가와 지역에서 빈곤율을 어느 정도 떨어트렸다고는 하나 아직도 지역적으로 빈곤이 심화되고 있으며, 중국과 인도, 그리고 동남아시아의 산업화로 지역적으로 편중된 곳을 제외하고 여타 서남아시아와 아프리카, 그리고 남미 지역에는 아직도 빈곤이 더 심화되고 있는 상황이다. 특히 여성, 아동, 장애인, 노인 등의 빈곤층은 전 세계에 광범위하게 존재하는 것이 현실이다. 이러한 빈곤의 문제에 대해 교회는 지속적으로 이를 우려하며 사회와 국가들에게 경고해오고 있으나 사정은 그리 나아진 것 같지 않다. 현대의 세계경제체제는 다수의 절망적 빈곤을 대가로 하여 소수가 과도한 풍요를 누리고 있는 불의한 체제이다. 오늘의 세계경제체제는 30억 이상이 가난과 전쟁이라는 죽음의 사슬에 매여 있고 최소한 24,000명이 날마다 가난과 영양실조로 죽어가는 반면 최상위 1%가 극단적인 부의 독점을 누리는 불의한 체제이다. 그러므로 교회는 경제적으로 가난한 사람들의 인권과 경제적, 사회적 자유를 위해 일하는 것이 중요한 사명이라는 점을 인식해야 한다. 여기에는 이들을 보호하고, 국가적, 지구적 연대를 강화하며, 경제적 양극화와 사회적 불평등을 영속화시키려는 국제기구나 부자국가들, 그리고 다국적기업들에 영향력을 행사하도록 해야 한다. 나아가 이주민들의 처우와 빈곤문제, 인권 문제에 대해서도 적극 참여하여 하나님의 공의를 실현하고, 복음을 땅 끝까지 전함으로써 하나님의 구원사역을 증거 하는 하나님의 선교에 적극적으로 동참해야 할 것이다. AGAPE의 주장은 어떤 면에서 과격해 보이기도 하다. 그럼에도 불구하고 이 주장에 동의하는 것은 그만큼 세계화가 빚은 현실이 하나님 나라의 현재성에서 크게 벗어나 있다는 반증이기 때문이다. 그러므로 그리스도인들과 교회는 AGAPE에서 지적하고 제시하는 바와 같이 사회에 만연해 있는 기아와 빈곤, 특히 전 세계적으로 심화되고 있는 극심한 ‘가난’과 ‘양극화’의 문제에 지속적으로 체제의 부당함을 지적하고 정의를 요청해야 할 것이다.

영문 초록

Due to the enlargement of international trade, free movement of ‘capital,’ foreign direct investment, etc., economic globalization turned the world into a one single market. In addition to that, globalization made ‘labor’ movement, and it bound countries of the world to each other. Many people have been moving from their country to other countries around the world to earn money as so-called ‘new nomad.’ Though many scholars say that the world poverty rate has dropped because of the worldwide movement of capital and the neoliberal policy of an open economy, there are still many countries and continents which are suffering from poverty as a result of the world policy of globalization. Countries of southwestern Asia, of Africa and of Latin America are still suffering much due to severe poverty in spite of the reduction of poverty rates in China, India, and southeastern Asian countries, which have been rapidly growing during the recent years or decades. The reality is that many of the poor are those among women, children, elderly, and the disabled. Christian churches have to do their best to resolve and overcome these problems, and warn governments about the dangers these problems pose. In the contemporary global economic systems, the top one percent are enjoying their excessively luxurious lives at the expense of many poor people around the world, and, in that sense, the economic system of globalization is unjust. As many as three billion people are affected and their lives threatened by the devastating results of poverty and wars, and 24,000 people are dying every day from poverty and malnutrition. That is the very reason why the contemporary world of globalization is an unjust system. Christian churches, therefore, have to recognize present situations of the welfare of the poor, work for their human rights, and endeavor to assist them in overcoming their poverty. This includes the need for Christian churches to protect them and create solidarities with others to achieve these purposes, both in regional and global spheres as well. Churches also need to do their best to be influential with international institutions, wealthy states, and multinational corporations to receive assistance in resolving and improving the difficult issues of the poor and global immigrants, so that they can actively take part in the expansion of the kingdom and justice of God. The meanings of AGAPE seem to be radical in some sense, but we can agree with it because the kingdom of God is far away from its original form and because contemporary globalization is designed to favor the wealthy. Therefore, churches around the world have to have solidarities, and do their best to accomplish the goals that AGAPE suggests.
