수박 물류효율화를 위한 산지와 가락시장의 유통실태분석과 과제 개선에 관한 연구

국문 초록

수박은 지금까지 밭에서 수확 후 바로 가락시장으로 반입되어 시장 내에서 선별과 등급별 포장을 해왔다. 수박은 다시 우든칼 라에 재포장된 후, 경매를 통해 소매상으로 분산되는 방식이 2015년까지 지속되었다. 이 방식은 수박의 출하와 유통이 낱개나 상자단위로 이뤄지고, 하역과 선별작업이 인력으로 이루어져 유통시간 지체와 시장혼잡을 유발하고 하역기계화율이 6.4%에 불과하는 등 비효율적이었다. 이에 반해 농협유통 등 대형유통업체는 이미 15년 전부터 수박을 파렛트에 적재해 출하 및 유통시킴으로써 물류효율화의 진전을 이루어 하역기계화율이 99.5%에 이른다. 도매시장과 대형유통업체(이하 농협유통)의 유통경로별 유통비용 비교분석 결과에 의하면, 도매시장 경로가 농협유통 경로에 비해 유통비용이 7.5%나 높게 나타난 사실이 이를 증명한다. 본 연구의 목적은 산지에서 가락동 도매시장으로 출하되어 유통되는 수박의 물류효율화를 위한 유통실태 분석과 과제의 개선방안에 대해 고찰한 것이다. 수박 물류효율화 추진으로 생산자나 출하자에게 기대되는 주요한 효과는 1∼2일에 이르는 유통시간 단축과 품질관리로 농가수취가격의 향상과 운송비의 인하를 들 수 있다. 그러나 기존의 산물출하(A)방식에 비해 산지부터 선별⋅우든칼라 포장 후 파렛트에 적재해 출하는 B방식, 산지선별⋅종이박스 포장 후 파렛트에 적재해 출하하는 C방식의 경우에 각각 26%, 87%의 추가비용이 발생하는 문제가 있다. 따라서 산지와 가락시장의 물류효율화를 위한 물류인프라 확충차원에서 파렛트를 이용한 수박의 출하와 유통이 정착될 때까지 최소 2년간 한시적인 정부지원이 필요함을 살펴보았다. 연구의 방법은 산지 현장조사를 실시한 자료를 토대로 분석하였다. 아울러 수박 유통관련 문헌조사와 통계정보를 수집하여 유통실태를 분석한 결과, 농협유통 경로에 비해 도매시장 경로의 물류관리 수준이 낙후된 것으로 나타났다. 나아가 본 연구는 향후 수박 이외의 과채류를 비롯한 청과물 등의 물류효율화 추진에 유용하게 활용될 것으로 기대된다.

영문 초록

Until now, watermelons were delivered to the Garak Wholesale Market right after harvesting. In the marketplace, they were sorted by each grades and packed separately. After that, they were double-packed in wooden box to supply to retailers. This system lasted until 2015. In that system, shipping and distribution of the products should be done respectively and manually. These obstacles induced time-delay and market congestion. Contrariwise, a large-scale distributor such as Korea Agricultural Cooperative Marketing Inc.(hereinafter referred to as KACM Inc.) has already achieved logistics efficiency by utilizing pallets to ship and distribute watermelons from 15 years ago. As a result, their cargo handling mechanization rate reaches up to 99.5%. According to the comparative analysis on the distribution, the costs of wholesale market are 7.5% higher than those of KACM Inc. The purpose of this research is to analyze actual conditions of distribution of watermelons and to improve logistics efficiency. The anticipated effects for each economic player are summarized in Table 14. By adapting new methods to the field, it is the most anticipated for the producer that the rise in receipt-price and reduction in shipping time-costs would occur. However, new method B and C suggested by this study would cost additional expense comparing with the typical method A, as mentioned in Table 12. Therefore, government needs to stabilize the introduction of pallet-using distribution for watermelons. The method of research is based on a field investigation of production areas. In addition, it was confirmed that management level of Garak Wholesale Market logistics is inferior to that of KACM Inc. by literature survey and statistical analysis. This research would be contributive to promote improvement projects of the logistics for Watermelon but also for other fruit and vegetables.
