영문 초록

As the migrant crisis escalates at Europe s borders, the Gulf States, the oil-rich countries are criticized for having offered zero resettlement to Syrian refugees. According to UNHCR s report, UAE and KSA have not ratified the 1951 Convention relating to the Status of Refugees and the 1967 Protocol relating to the Status of Refugees. Their migration policies rely on the policy of expatriate labourers, whom they do not legally consider as refugees. Nonetheless, they appear to be major aid donors helping prepare shelter for Syrian refugees since 2011. This paper points out that they have to continue supporting various fields, such as humanitarian donations and construction settlements. It also suggests that it will be the best way to join the international refugee law and to modify the migration regulation in order to share in the suffering of the world. They have to put in considerable efforts for their refugee policies to reach the global standard.
