국문 초록

본 연구는 2008년 처음 제기되어 아직까지도 갈등이 지속되고 있는 지상파다채널 방송(MMS)허용을 둘러싼 사업자간 갈등양상과 원인을 평가하고 대안을 모색하는 데 목적을 두고 있다. 지상파다채널방송은 지상파방송 디지털 전환과 함께 제기된 매우오래된 쟁점임에도 불구하고 아직까지도 도입을 둘러싼 사업자들의 갈등이 지속되고있고, 정부의 정책방향 역시 불확실한 상태에 있다. 때문에 찬⋅반 갈등이 지속되면서도 다른 한편으로 정부와 지상파방송사들이 도입방안을 제시하고 부분적으로 허용해가는 이율배반적 상황이 벌어지고 있다. 지상파다채널방송을 둘러싼 갈등의 원인은 첫째, 가전산업활성화에 중점을 둔 지상파방송디지털 전환 정책 둘째, 공익적 목표와 경제적 목표가 혼재된 지상파다채널방송 도입 목적의 불투명성 셋째, 지상파디지털방송에 대한 정부의 잘못된 정책방향 넷째, 아날로그 방송개념에 머물러 있는 낙후된방송관련 법규제 등이 있다. 이러한 문제를 해결하기 위해서는 지상파다채널방송은 상업적 요소가 배제된 공익적 목표에 충실할 필요가 있다. 이를 통해 영국의 Freeview처럼 공익적 지상파방송과 상업적 유료방송이 공생하는 ‘경쟁적 협력전략(coopetition strategy)’을 모색할 수 있을 것이다. 이 같은 경쟁적 협력전략에 의한 공생시스템은 시장왜곡을 피하면서 현재 지지부진한 디지털방송 전환을 촉진하고 궁극적으로 소외계층의 ‘디지털 격차(digital divide)’도 해소해 나갈 수 있을 것이다.

영문 초록

In this study, we aim to analyze the conflict aspect and the cause around of the permission of groundwave multichannel broadcasting(MMS). Groundwave multi-channel broadcasting, regardless of a very old issue that has been raised in conjunction with the digital conversion, is followed by a conflict of stake holders, terrestrial broadcasters and multichannel platform entrepreneurs since 1998. And policy direction of the government is also in an uncertain state. In spite of the confrontation of opposite, the government and the groundwave broadcasters has drove the introduction of groundwave multi-channel broadcastings and proposed a partial introduction measures constantly. The cause of the conflict over the groundwave multichannel broadcasting is, first, there is the digital switchover policy of groundwave broadcasting with an emphasis on the activation of the electronic industry. Secondly, there is the uncertainty of the introduction purpose of public interest goals and economic goals mixed groundwave multichannel broadcasting. Third, in the direction of the government of the wrong policy to groundwave digital broadcasting. Fourth, it is a broadcast-related system, which was lagging behind that has remained on the concept of analog broadcasting. To resolve these problems, terrestrial broadcasters have to be faithful to the public interest goals. Only if it is the way, public interest groundwave multi-channel broadcasting will be able to seek a “coopetition strategy” with commercial pay-TV as the BBC Freeview in U.K. Symbiotic system with the coopetition strategy will have the effect of avoiding the distortion of the market and promoting the digital broadcasting transition and therefore resolving the “digital divide.”
