국문 초록

지방자치제도의 부활과 지방분권 정책의 추진은 개발정책의 패러다임에 대해서도 분권화를 요청하고 있다. 그동안의 지방분권정책에도 불구하고 지역발전 추진에 대한 중앙정부와 지방자치단체 간 역할분담은 여전히 미흡하고 지역단위에서의 효율적 정책집행체제 미비로 지역의 내생적 발전역량을 함양하는데 한계가 있었음은 주지의 사실이다. 지방자치단체의 자치기반 강화라는 측면에서 지역개발사업은 지역주민의 경제적 지위 향상과 자주적 역량 강화 및 지방자치단체의 재정적 자립여건을 개선시킴으로써 지방자치의 효율적 실행을 뒷받침할 수 있다. 그러나 우리나라의 지역개발 관련 법체계는 여러 부처에 분산되어 효율적이지 못하 며, 지역개발이 중앙정부의 정책목표 달성에 치중하는 구조를 취하고 있으며, 지역개발 사업이 양적으로만 설계되어 콘텐츠가 획일화되는 등의 문제점을 안고 있다. 이를 해결하기 위해서는 지역개발관련 법체계를 통합하고, 지역개발사업의 계획 수립부터 지방자치단체 및 지역주민이 주도할 수 있도록 하며, 지방자치단체 간 자발적인 조정기 능을 확충하는 등의 제도개선이 필요하다. 가장 핵심적으로는 지방자치단체의 재정적 기반을 충실히 해 줌으로써 지역개발사업에서의 재정의존도를 개선해 줄 필요가 있다. 지역경제의 활성화, 지역경제의 발전은 지방자치제도의 효율적 실현을 위한 기반이 되는 것이다. 이러한 측면에서 지역개발 관련 법제에 숨겨져 왔던 중앙정부 중심의 개발패러다임은 분권형 개발체제로 전환될 필요가 있으며, 이를 위해서는 지역발전을 위한 중앙 및 지방정부, 그리고 민간부문의 적극적인 참여와 협력을 이끌어 낼 수 있는 제도적 틀을 구축하기 위한 노력이 요청되는 시점에 있다고 할 수 있다.

영문 초록

The revival of a local autonomous system and the promotion of policies on local autonomy require decentralization of paradigm in development policies. Notwithstanding policies on local autonomy that have been implemented so far, sharing roles among the central government and local governments is still insufficient and there exit limits on fostering development capability of local governments due to lack of an efficient policy implementation system. With respect to strengthening autonomous foundation of local governments, local development projects may support efficient execution of local autonomy by advancing economic status of local residents, upgrading independent capability and improving conditions on financial independence of local governments. However, Korea’s legislative systems related to local development are managed by several departments, so they are not efficient. Local development focuses only on achieving objectives of the central government and contents of local development is not innovative because local development projects are designed in a quantitative manner. In order to resolve such problems, the legislative systems related to local development should be consolidated, local governments and their residents should take the lead in establishing plans for local development projects from the start, and improvement of systems, such as expanding autonomous adjustment functions among local governments, is required. Most importantly, it is necessary to improve dependence on finance in relation to local development projects by reinforcing financial foundation of local governments. The facilitation and development of local economy become the foundation for efficiently embodying the local autonomous system. In this regard, development paradigm focusing on the central government, which has been hidden under the existing legislative systems, should be changed into a decentralized development system. For this end, efforts to establish a systemic frame are required in order to encourage the active participation and cooperation for local development among the central government, local governments and the private sector.
