국내외 주요 제도권 문서에 나타난 ‘문화다양성’ 개념의 해석적 고찰

국문 초록

우리나라에서는 지난 2014년 국제사회가 조인한 「문화다양성 협약」의 국내 이행을 위해 「문화다양성 법률」을 제정하고 시행하였다. 이는 유네스코의 「문화다양성 선언」에 근거한 「문화다양성 협약」을 비준한 국가들이 이행해야할 의무이기도 하였다. 따라서 현재 진행되고 있는 문화다양성의 교육적 적용을 위해서는 그 개념적 전거라 할 수 있는 유네스코의 「문화다양성 선언」과 「문화다양성 협약」에 대한 천착과 논의를 토대로 하지 않으면 안된다. 그러나 오늘날 우리나라의 문화다양성 교육과 이를 표방한 관련 정책 및 연구들 중에는 위에 언급한 유네스코의 주요 전거들과 충분히 부합하지 않는 사례가 적지 않고, 그 결과 다문화교육이나 국제이해교육 등에서 다루던 주요 주제나 내용들을 문화다양성 교육의 이름 아래 그대로 가져다 쓰는 등 잘못된 개념 적용에서 비롯된 여러 문제들이 파생되고 있다. 이에 본 연구에서는 유네스코의 「문화다양성 선언」과 「문화다양성 협약」, 그리고 우리나라의 「문화다양성 법률」을 중심으로 국내외 주요 제도권 문서에 나타난 문화다양성 개념을 해석적 관점에서 비평 및 고찰하고, ‘제도권 수준의 이들 문헌에서 확인되는 문화다양성 개념이 적어도 제도권의 교육, 문화 영역에서 표준적 정의로 자리잡아야 한다.’는 점과 ‘문화다양성 교육이 국제 수준의 개념 정의에 정합하도록 기존의 다문화교육과 차별화된 기능을 수행하면서도 상호보완적 관계에서 발전할 수 있도록 양자의 바람직한 관계를 정립해야 한다.’는 점을 강조하였다.

영문 초록

Korea legislated and enforced the 「Low on the Protection and Promotion of the Diversity of Cultural Expressions」 to implement 「Convention on the Protection and Promotion of the Diversity of Cultural Expressions」 which was internationally signed in 2014. This was also the responsibility for the countries that ratified the convention according to UNESCO 「Universal Declaration on Cultural Diversity」. Therefore when it come to applying cultural diversity to our education, this would be only possible on the basis of research and discussion of UNESCO 「Universal Declaration on Cultural Diversity」, which is the conceptual chapter and verse of cultural diversity. However, among our cultural diversity related education and some educational policies and studies in this area, we found many of them do not coincide with UNESCO 「Universal Declaration on Cultural Diversity」. Many educational practices that are from so-called multi-cultural education or Education of International Understanding have been applied as part of cultural diversity education and also there is some confusion on the main concept and some of the concepts have been incorrectly, which causes various problems. Therefore, in this study we considered and reviewed the concept of “Cultural Diversity” mainly described in UNESCO 「Universal Declaration on Cultural Diversity」, 「Convention on the Protection and Promotion of the Diversity of Cultural Expressions」, the 「Cultural Diversity Law in Korea and related documents within regime. Then, we suggested that the actual concept of “Cultural Diversity” that are found in above mentioned documents should be the standard definition in Cultural Diversity education.
