공공의 예술인가, 예술의 공공성인가?

국문 초록

커뮤니티 아트는 예술을 통한 행동주의 미술로 지역사회에 기여하는 데 의의를 두고 있으며, 2000년대 이후 한국에서 정책적으로 크게 장려되었다. 그러나 커뮤니티 아트의 예술성과 공공성은 아직 논의의 쟁점으로 남아 있으며, 이는 종종 커뮤니티 아트 현장의 갈등을 초래한다. 이 연구는 8명의 한국 커뮤니티 아트 참여자와의 심층인터뷰를 통해 커뮤니티 아트 현장의 갈등을 분석함으로써 한국 커뮤니티 아트의 가능성과 한계를 밝히고자 했다. 분석 결과에서 볼 수 있듯, 현장에서 주최자가 예산을 담보로 예술가에게 강압적인 명령을 내릴 수 있는 구조가 형성되면 예술가의 자율성이 침해받으며, 커뮤니티 아트의 정신이 훼손되고, ‘오래된 장르 공공미술’이 귀환한다. 반면 예술가의 이상주의적이고 낭만주의적인 접근과 예술가의 ‘취향’에 대한 강요는 커뮤니티 구성원들에게 반발을 초래할 수 있으며, 예술가의 사회적 역할에 대한 의지가 부족한 경우 커뮤니티 아트는 예술가의 개인적 실험으로 끝난다. 한편 예술가의 커뮤니케이션 의지로 갈등을 극복한 사례는 한국 커뮤니티 아트에 가능성을 시사한다.

영문 초록

There have been diverse Korean community art projects. However, in spite of the good intentions of community art, the core issues in community art like artistry and publicness are still under debates, and it often causes complications at community art sites. Indeed, questions like “Is community art really art?” or “How does community art realize publicness?” often emerge in the community art site, causing various complications. Based on these issues of artistry and publicness, this reserch aims to find out the possibilities and the limits of Korean commuity art by analysing the complications that arise in Korean community art through in-depth interviews of artists who participated in community art projects. We analyzed complications at community art spots through in-depth interviews of 8 Korean community artists and curators. Analyzing the complicated relationships between the participants and the roots and effects the conflicts that arise, this research tried to understand how issues of artistry and publicness in community art relate back to these conflicts. As shown in case studies, conflicts between policy makers and artists, caused by the policy makers’ overbearing attitude towards artists through their control of the budget, can result in “old genre public art” and interfere with the free will of the artist. As seen in other cases, however, if the artist’s approach is too idealistic toward the community they may force their artistic “taste” on the community, and this it can cause conflicts. Also, a conflict arose when one residents wanted to take capital(land) back from the artist as seen in “nonart butart”. However, a couple of successful projects, such as “dorongi house”, imply the possibility of Korean community art when an artist’s ability to communicate can overcome these complications.
