언론의 정파성과 국가이익

국문 초록

1950년 한국전쟁 발발직후 한국은 작전역량 부족이라는 이유로 전시작전권을 미국에 이양했다. 2006년 9월 노무현 정부는 미국과 전작권 환수에 합의하였지만 정권이 교체되면서 이 문제는 기약 없이 미뤄지고 있다. 정치적 입장에 따라 안보를 둘러싼 국익논쟁 역시 치열하게 진행되었다. 언론은 전작권 논의 과정에서 어떤 입장을 취하고 있을까? 언론은 국가이익이라는 보편성을 위해 정파성이라는 이해관계를 넘어서고 있는 것일까? 국가이익의 재구성에 있어 언론은 과연 어떤 식으로 개입하는 것일까? 이 연구는 전시작전권을 둘러싼 언론사의 프레임을 심층적으로 분석함으로써 진영논리의 실체를 파악하고자 했다. 연구를 진행하기 위해 전작권 환수에 대한 언론의 입장을 확인 한 다음 정부 시기별 미디어 프레임을 분석했다. 분석 샘플은 한국 ABC협회가 발표한 2013년 신문발행부수를 기준으로 상위 6개 일간지 <조선일보>, <동아일보>, <한겨레>, <경향신문>, <매일경제>, <한국경제>에 실린 사설 221개다. 분석 시기는 전작권 환수를 합의했던 노무현 정부를 비롯해 환수를 연기한 이명박 및 박근혜 정부를 포함했다. 귀납적 방식으로 프레임을 선정하기 위해 국가이익을 안보, 경제, 명예 및 지식 등의 차원으로 구분했으며, 각 차원에 대한 찬성과 중립, 반대 입장을 중심으로 모두 20개의 프레임을 설정했다. 전작권 보도의 정파성을 확인하기 위해 연구문제로 언론사별 프레임 비중과 국가이익 차원의 프레임 차이를 분석했다. 이를 통해 언론은 객관적 중재자가 아닌 주관적 개입자로 국가이익 재구성 과정에 참여하고 있다는 것을 확인했다. 담론 경쟁을 통해 재구성되는 국가이익의 실체를 제시하고, 대내외 정책을 둘러싼 합리적 담론 경쟁을 위한 제도적 환경을 고민하는 계기가 마련될 수 있기를 바란다.

영문 초록

Wartime Operational Control doesn t belong to South Koreans. The late president Sungman Rhee gave it to U.S. government in fear of lacking capability during the Korean war in 1950. Since then, there has followed ongoing debates over retrieving or leaving it alone. While pro-American block argue the benefit of following U.S. leadership under the current order, the other one insists the necessity of having military control especially in the time of hegemony transition. Heated controversial is easily found in Korean news media as well. This paper thus attempted to understand the role of partisan journalism in shaping national interests associated with the control. Given the fact that editorials in mainstream newspapers have great impact on shaping public opinion, it analyzed six newspapers including Chosunilbo, Dongailbo, Hangyere, Kyunghwang, Mailgyengje and Hankookgyengje by differing political regimes. For the purpose of identifying discursive strategies adopted by partisan newspapers, it analyzed news frames in terms of security, economy, dignity and knowledge. Such frames as security normalization, matured alliance, sovereignty redemption, alternative order, lacking of preparation and political propaganda were contrived as a result of pilot study, Key findings include the followings. First of all, there existed a wide range of difference in terms of frame. While conservative newspapers take advantage of those frames entangled with oppositional position, it was common to find supporting frames in the liberal ones. Journalistic partisanship was not immune from public opinion, political regime and the spirit of the age as well. When public opinion favored more national pride than humble alliance, for instance, even ultra conservative newspapers shifted their stance to defensive frames. By disclosing the reality of discursive competition in shaping national interests, this paper suggests the necessity of constructing such news ecosystem in which diversity of opinion helps to facilitate market place of ideas.
