국문 초록

본 연구는 해방 이후 전개된 지역사회교육정책의 역사적 전개과정을 파악하여 지역사회교육정책 변천과정의 특성과 관계를 밝히는 것에 그 목적이 있다. 먼저, 역사적 전개과정을 파악하기 위하여 사회교육 발달단계에 따른 시대구분을 활용하였으며, 문헌고찰을 통한 역사연구방법을 진행하였다. 지역사회교육정책의 특성을 분석하는 준거로 정책접근방향(하향식, 상향식)과 지역사회교육특성(지역사회발전 지향, 개인의 교육적 성장 지향)을 토대로 정책환경(정치, 경제, 사회·문화)과의 관계에 대해 분석하였다. 연구결과로 첫째, 한국 지역사회교육정책은 전반적으로 중앙정부 중심의 하향식체제로 운영되었으며, 시민사회 형성기(1988-1997)이후 정책 개발, 성과에서 부분적인 상향식의 변화가 나타나는 것을 확인할 수 있었다. 지역사회교육 특성적인 측면으로 보았을 때 지역사회개발을 지향하는 ‘지역사회발전 중심’에서 지역의 교육적 기반 구축을 통한 ‘개인의 교육적 성장 중심’으로 변화하였음을 확인할 수 있었다. 둘째, 정치체제와 정부의 주요 이념 철학은 지역사회교육정책의 접근방향을 결정하며 경제적인 측면도 결국에는 사회적인 측면에서 기인한다는 것을 알 수 있었다. 셋째, 한국의 지역사회교육정책은 정책접근방향과 지역사회교육 특성(지역사회발전 중심, 개인의 교육적 성장 중심)에 따라 ①중앙정부 중심의 인적자본 개발형, ②중앙정부 중심의 지역사회 개발형, ③지방정부 중심의 학습기회 제공형, ④지방정부 중심의 지역공동체 형성 지향형으로 유형화할 수 있었으며, 이러한 결과를 통해 한국의 지역사회교육정책이 정책환경(정치, 경제, 사회문화)의 변화를 반영하여 지향하는 목적과 특성이 다르게 전개되었음을 확인할 수 있었다.

영문 초록

This study is aimed at identifying the changing process of community educational policy in Korea, which has expanded in recent years for the purpose of community recovery and stronger regional competitiveness. By analyzing the historic evolution and community educational policy of each era, this study intends to identify their relationship and the features of community educational policy in Korea. The relationship between social, political environment and features of community education policy of each era led to the following logics: First, the political system and main ideas of the government have determined the direction of community education policy and its main features. Second, the community education features can be categorized as follows in accordance with the direction on policy approach: ① state government-led community development type ② state government-led human resources development type ③ local government-led community formation type ④ local government-led learning opportunity type Third, the main factors that led to changes in the community education policy are ‘politics’ and ‘society.’ The social aspects are linked to the ‘economy, another factor that has influenced the community education policy. Fourth, as the political, social, and economic environment of Korea has influenced the community education policy, it has not established its unique features over time.
