신흥 동아시아 개발원조에 관한 문헌연구: 원조정책결정과정 중심의 새로운 접근법 제안과 더불어

국문 초록

본 연구는 중국, 한국 그리고 타이완 중심으로 원조수원국서 공여 국으로 새롭게 회자되는 동아시아 신흥개발원조정책 논의의 맥을 짚어 보고자 한다. 해당 동북아시아 국가들의 양자개발원조가 증대, 변화 되면서 이들의 대외원조정책 및 전략에 대한 담론 또한 확대되고 있다. 무엇보다도 아시아 개발원조가 OECD/DAC을 중심으로 형성된 서구공여국의 개발 및 원조규범과는 어떻게 다르며 추후 국제 개발협력 분야에 어떠한 영향을 미칠 것인지가 주요한 논점이다. 동북아시아 개발원조에 대한 기존의 연구문헌에서 크게 두 가지의 접근방식이 주류를 이루는 것으로 보인다. 첫째, 신흥공여국의 역사적, 경제/사회적 특수성을 강조하는 방식과 그리고 둘째로 대외정책적 차원서 원조동기 및 공여형태의 유사성을 전제하는 방식으로 나뉠수 있다. 최근 이 두 맥락에서 파생된 연구들은 서구 공여국과 신흥 동아시아 공여국 간의 차이를 이해하는데 중요한 관점을 제공하였 으나 동아시아 개발원조의 특수성을 온전히 설명하기에는 부족하다고 판단된다. 이에 기존의 동북아시아 개발원조에 관한 연구에서 한걸음 나아가 신제도주의를 근간으로 한 정책결정과정 중심의 접근법을 소개하고, 동아시아 정부원조운영체제 내에 존재하는 구조적, 정치행태적 특성을 분석함에 있어 본 접근법이 가지는 특수한 유용 성을 논의코자 한다. 또한 좀 더 확장된 의미에서 서구원조 및 타신흥원조그룹 대비 동아시아원조모델의 특수성을 밝히는 데 기여하 고자 한다.

영문 초록

This study attempts to capture on-going academic efforts to understand the emergence of East Asian foreign aid givers. Among various attempts to grasp aid policies and practices of these Northeast Asian economies (China, South Korea, and Taiwan), two approaches–the emerging donor perspective and the foreign policy analysis perspective–are identified to constitute a mainstream discourse. More recently, these two threads of literature grow but continuously question as to why aid giving is considered ‘divergent’ between those of the advanced Western community and the emergent East Asian counterparts. Despite the expanding academic efforts, however, such views have yet to fully explain the features and origins of East Asian donorship leaving them under-theorised and marginalised from the existing discussions of international development cooperation. Recognising such shortcomings of the previous approaches, this study also introduces an alternative, so called organisational process approach (OPA)-rooted in the neo-institutionalist tradition. In order to properly understand the rapid growth and vibrant initiatives of the new Asian aid flows, due attention must be given to a particular role of the government and aid policy making processes of the Asian aid giving countries.
