북핵 대응을 위한 한일 안보협력의 필요성 분석

국문 초록

본 논문은 북한의 핵위협이 심각해진 상황에서 한국이 일본과의 안보협력을 추진해야할 필요성을 검토해본다는 목적으로 작성되었다. 이를 위하여 동맹의 형성 및 유지에 관련된 이론을 원용하였고, 그로써 공통위협, 상호 안보이익, 신뢰성, 국내여론의 4가지 평가요소를 도출하였다. 그리고 이 요소들을 현재의 한일관계에 적용하여 분석하였다. 본 논문에서는 한일 안보협력의 필요성이 매우 높다고 평가되었다. 북한 핵위협이라는 공통성이 너무나 크고, 군사적인 측면에서 상호 보완성이 높다고 평가되었기 때문이다. 다만, 실현가능성에 있어서 신뢰성의 경우에는 개선하는 것이 쉬우나 국민여론의 경우에는 매우 부정적이고 단기간에 개선하는 것이 어려워 그다지 높지 않다고 판단되었다. 따라서 한국 정부는 한일 안보협력의 이와 같은 필요성을 충분히 인식한 바탕 위에서 국민들의 부정적 여론을 선도할 수 있는 다양한 대책들을 강구할 필요가 있다. 또한 한·미·일 3국은 1999년-2004년 간 운영된 바 있는 TCOG와 유사한 기구를 만들어 평시부터 북핵 문제를 긴밀하게 협의할 필요가 있고, 이와 같은 공고한 협력 체제를 통하여 북한을 비핵화로 유도할 수 있어야 한다.

영문 초록

This paper reviews the necessity of the security cooperation between South Korea and Japan given the North Korean nuclear threat. Drawing on theories about alliances, it identifies four factors that affect the creation and maintenance of an alliance: common threat, mutual security interest, credibility, and domestic public opinion. This paper concludes that the necessity of security cooperation between South Korea and Japan is very high. Their shared assessment of the threat posed by North Korean nuclear weapons and the synergy between the armed forces of the two countries are given considerable weight. However, the feasibility of an alliance was given low marks, particularly because public opinion in the two countries is very negative regarding cooperation. Public opinion is hard to improve in a short period of time. Thus, the South Korean government should use every possible ways and means to persuade the public to adopt a positive attitude toward security cooperation with Japan. South Korea, Japan, and the U.S. should closely consult with each other in dealing with the North Korean nuclear threat, using a mechanism like TCOG, which the three governments used from 1999 to 2004. This kind of effort will help the three nations compel North Korea to agree on denuclearization.
