국문 초록

강대국 사이에 둘러싸여 있는 한반도는 역사적으로 안보 환경변화에 매우 취약하였다. 6.25 발발이래 66년간 한반도를 둘러싼 안보 환경은 엄청난 변화를 겪어오고 있는데 특히 최근에 지속적으로 증가하고 있는 북한 위협을 고려할 때 한국은 이를 억제하기 위해서 효과적인 방안을 마련할 필요가 있다. 집단안보체제는 이러한 안보 상황에 놓여 있는 한국에게 하나의 대안이 될 수 있다는 점에 본 연구는 주목한다. 본 연구는 한반도가 안보 위협을 뛰어넘어 평화통일을 이루기 위해서는 국제적 협력이 매우 중요하다고 강조한다. 특히, 유엔의 역할에 집중한다. 유엔은 한반도의 평화 정착, 더 나아가 통일을 이루는데 핵심적 기구로 역할을 할 수 있는 충분한 능력을 가지고 있다. 국가들간의 유기적인 협력체계를 가지고 있으며 정책적 협조 및 조정 기능까지 가지고 있기 때문이다. 따라서 한국은 평화통일을 위해서 이러한 국제기구의 적극적인 역할을 주문할 필요도 있다. 예를 들어, 유엔에 “한반도 정전협정 정상화 위원회” 등의 설립을 건의할 필요가 있다. 한국이 평화통일을 달성하기 위해서는 강대국간의 이해관계 충돌 등을 포함해서 많은 어려움이 있을 수 있다. 하지만 국제기구가 남북한을 지지해준다면 이러한 어려움을 어느 정도 극복할 수 있을 것이며 평화통일 달성에도 긍정적으로 작용할 수 있을 것이다. 물론 이러한 노력은 한미동맹의 강력한 억제를 바탕으로 해야 한다. 동맹과 집단안보는 상호 배타적이지 않다는 것을 명심할 필요가 있다.

영문 초록

The Korean Peninsula, surrounded by four major powers (the United States, China, Japan and Russia,) is inherently vulnerable to drastic changes in the Northeast Asian security environment. This security environment has undergone significant changes in the 66 years since the Korean War. Growing North Korean threats requires the ROK to find an effective way to deter North Korea. The collective security system which has guaranteed and organized peace and stability around the world is a reasonable option for the ROK’s security. This paper focuses on international cooperation for the peaceful unification of the Korean Peninsula. It explores the role of the United Nations. The UN should take an active role in increasing peace and stability on the Korean Peninsula by offering a high level of policy coordination, close communication, and diplomatic synchronization. Furthermore, the ROK must request international support for the unification process. For example, the UN could organize a Special Committee for the Normalization of the Korean Armistice for normalization of the armistice regime in the peninsula. Even though peaceful unification on the Peninsula faces significant challenges including power struggles among major states, it is possible if the international community through highly organized institutions plays an active role supporting the two Koreas. These actions should be based on a strong ROK-US alliance. Alliances and a cooperative security system are not mutually exclusive options.
