국문 초록

본 연구는 지방공기업의 경영형태 중에서 지방공사 및 지방공단의 조직인사운영 현황의 문제점과 개선방안을 고찰하는데 목적을 두고 있다. 지방공사ㆍ공단 조직인력운영의 적정화를 측정하기 위한 변수는 다양한 변수가 존재하지만, 본 연구에서는 행정자치부와 한국자치경영평가원에서 사용하고 있는 조직인사관리 경영평가지표를 중심으로 분석하였다. 이를 위해 지방공사ㆍ공단에 대한 설문조사와 100개 지방공사 및 지방공단의 경영평가보고서를 분석하였으며, 수집된 자료를 중심으로 회귀분석 방법을 사용하여 정책적 우선순위를 도출하였다. 후 효율적인 지방공기업의 경영혁신을 위해서는 조직설립전부터 사업선정 및 출자심의위원회의 합리적 선택이 필요하며, 지방공사ㆍ공단을 설립한 이후에도 적정하고 합리적인 조직인력구조를 모색할 필요가 있다. 조직인사는 불가분의 관계를 지니고 있기 때문에 중장기경영계획과 연계된 직무분석을 실시하여 조직구조를 지속적으로 (재)설계하고, 인력수급계획을 통한 통합적 인력관리시스템을 구축하는 것이 필요하다.

영문 초록

This study attempts to find out the efficient management model of korean local public enterprises, especially for the local public corporation. This is that the management of the current local public enterprises proved to be inadequate for prospective management system of local public enterprise. Through the empirical analysis, this study analyzes the present management situation in order to evaluate how efficient the management of local public corporation is. In addition, through surveying about incumbents of local public corporation, the realities of local public corporation in organization and personnel part were be reviewed. An indication is shown to a relatively high negative opinion against personnel management or organization management factors. Another indication is shown to irrationality in adapting to external environmental changes, as well as, to a short term in strategic personnel planning. It is desired that reorganization to a new structure should be considered to increase harmony between public spirit and enterprising traits, to specialize organization based on specificity, to secure responsible business management, to insure autonomy.
