국문 초록

우리나라는 해마다 대량의 인명피해와 재산피해로 인하여 사회적ㆍ경제적으로 많은 비용을 지불하고 있다. 따라서 우리나라의 재난관리방식도 사후처리문제에서 사전예방문제로의 재난관리체계의 패러다임의 변화가 요구되는 중요한 시점에 와있다. 하지만 이에 반하여 재난관리의 중심에 있는 경찰조직의 활동은 범죄에만 집중되어 있는 실정이다. 따라서 경찰의 재난발생에 대한 예방적인 차원의 적극적인 대응에 관한 연구가 필요하다. 이에 본 연구는 경찰의 재난관리행정에 관한 인식 및 실태조사를 함으로써 향후 경찰 재난관리의 방향을 법ㆍ제도적 측면, 경찰의 재난관리계획, 경찰의 재난관리 대응체계, 경찰의 재난관리 교육훈련 및 자원 확보의 측면에서 분석하였으며, 이를 통하여 경찰의 효율적인 재난관리를 위한 정책방향을 제시하였다.

영문 초록

Huge disaster causes tangible losses including life and property damage at the individual level. The police tends to suffer from not only tangible losses including the decreasing population, reduction of sources of taxation due to individual property damage, and demanding restoration costs, but also intangible losses. This study covers the weakening disaster management system of a police despite the ever increasing importance of it. The literature and previous papers were reviewed to under stand the theoretical background including the meaning of a disaster, the disaster management system and the police, the system theory and the disaster management system, and the disaster management systems of other countries. As a result, the following problems were identified with the disaster management system of a police. First, there was pluralism in disaster laws and lacking connectedness. Second, the agencies dedicated to disaster management were weak in authority, the disaster briefing room was in formal operation. Third, there were no permanent agencies to cope with a disaster. Fourth, there was lacking resource and the education and training.
