국문 초록

시민들의 생명과 재산을 보호하는 막중한 임무를 가진 경찰이, 이론적 근거를 바탕으로 몇 개의 경찰관서에 대해 5개월의 시범운영만을 거친 후 파출소를 통폐합하는 조직개편을 실시하였고, 그로부터 7년이 지나 다시 파출소를 부활시켜 지구대와 파출소가 공존하는 체제로 변화를 거듭하면서 현재에 이르고 있다. 본 논문에서는 그동안 선행연구에서 다루지 않았던, 지역 경찰의 조직개편 전ㆍ후의 경찰 조직의 변화현황, 범죄발생과 검거현황, 신고출동 시간증감 현황 등의 각종 지표를 분석하여 경찰법 3조에 명시된 '국민의 생명과 재산을 보호하고 봉사하는 경찰'이 될 수 있는 보다 발전지항적이고, 최적의 지역경찰 운영 방안을 제시하는데 그 목적을 두었다.
