우리나라 지방분권의 효과적인 추진방안

국문 초록

우리나리에서 지방자치가 재개된 지 20년이 지났음에도 불구하고, 중앙정부와 중앙정치인들의 기득권 고수의지, 지방정치의 중앙정치에의 예속화, 지방정부의 지방분권과 지방자치에 대한 의지 및 자치능력 부족, 국민들의 지방분권과 지방자치에 대한 관심 부족, 지방분권운동에 대한 일반 시민의 참여부족 및 지방분권운동의 체계적 전략 부족 등과 같은 이유들로 인해 중앙집권적 성향이 여전히 강하게 남아있다. 지방분권은 진정한 의미의 풀뿌리 민주주의를 실현하기 위한 필수요소이다. 이에 본 연구는 우리나라 지방분권 전반에 대한 문제점을 도출하고 영국ㆍ프랑스ㆍ일본ㆍ독일의 지방분권정책에 대한 사례분석 실시를 통하여 향후 지방분권 촉진을 위한 효과적인 지방분권 추진방안을 제시하고 한다.

영문 초록

The desirable precondition for a democratic local autonomy includes transferring the legitimate powers of a central government to its local governments. Because it will be very helpful to the realization of participatory democracy by providing administrative services that the residents in local governments demand. The purpose of this study suggests the effective ways to implement the decentralization policy through evaluating performance of the policies. Firstly this study executes the performance evaluations of the decentralization policies that the former Administrations including Lee Myeong-Bak implemented to assess the effectiveness of these policies. Secondly the study finds the problems of the decentralization policies to suggest special plans for the new Administration. Finally the study does the case study about the decentralization policies of foreign countries including United Kingdom, France, Japan, and Germany to finds the implications for korean decentralization policy.
