국문 초록

동 ㆍ 남권 신(新)공항은 밀양과 가덕도를 지지하는 대구와 부산을 중심으로 하여 유치전은 2011년 3월 30일 입지선정 발표가 나기 전까지 님비현상에서 핌비현상로 바뀌어 첨예한 정책갈등이 나타났었다. 본 연구에서는 동 ㆍ 남권 신(新)공항의 입지선정이 무산되기까지 여 ㆍ 야간의 정치적 성향과 성과 그리고 각 지자체 및 시민단체 활동의 차이점, 신(新)공항을 추진하는데 있어서 문제점 등을 파악하며, 입지선정 정책과정에서의 심각한 시스템적인 문제가 없었는지를 확인하고자 하였다. 그러고, 이론적 함의로서 본 연구는 정책이해관계자간 갈등분석의 틀로서 옹호연합 틀의 타당성을 규명하고자 하였다. 분석결과, 동 ㆍ 남권 신(新)공항 입지선정과정에서 보여준 정책갈등의 성격상 지역의 성장잠재력이라는 신념체계 아래 행정서비스 제공, 상징성, 영역성 지역발전의 매개적 역할 등 많은 장점을 가지고 있어 각 자치단체들 간의 선호시설 유치를 희망하는 과도한 경쟁문제로 파악할 수 있다. 그러나, 이러한 근본적인 동 ㆍ 남권 신(新)공항이전의 본래의 취지와 반하여 명확한 이전 규칙과 보편타당한 규정이 설정되지 않아 이해관계자들이 상호대립되는 정부간 갈등문제를 일으켰다. 따라서, 본 연구를 통해 이와 유사한 정잭사례를 통해서 이론적 혹은 실무적 측면에서 유용한 경험적 자료로 제시될 것이라 생각된다.

영문 초록

Miryang and Gadeokdo, Daegu and Busan to support the bid for New Airport in the South-East area announced March 30, 2011 till the NIMBY phenomenon to PINBY(play in my back yard) changes to the phenomenon of policy conflict appeared. Therefore, New Airport in the South-East area over collapsed the New Airport National Policy Support in the course of serious system. And theoretical implications as this study, as a framework to investigate the feasibility of the advocacy coalition framework, the analysis of the conflict between policy stakeholders. Many advantages, such as analysis, under the belief that the growth potential of regional policy, the nature of the conflict phase system shown throughout the New Airport in the South-East area administrative services provided, symbolism, and the mediating role of provinces development area for each preferred facilities among governments hope to attract excessive competition can identify the problem. Stakeholders are mutually antagonistic, however, not clear previously universally valid rules and regulations set against the original intent of these fundamental New Airport in the South-East area earlier conflict between the government caused the problem. Therefore, through this study and through examples of similar policies in the theoretical or practical aspects useful empirical data will be presented.
