정책개입의 정당성 이념논의 : 인구정책을 중심으로

국문 초록

본 연구는 시론적 수준에서 인구정책을 중심으로 정책개입의 정당성을 설명할 수 있는 인구이념에 초점을 두었다. 개인의 판단과 결정에 국가가 개입하고 간섭하는 정책개입의 정당성을 다양하게 설명할 수 있지만 정책이 추구하는 가치와 목표를 정책현실에서 실천적으로 진단하고 평가하는 가치판단적인 개념으로 정의하였다. 그리고 이념을 개인이나 집단 등이 지배적이고 지속적으로 믿고 있는 신념이나 믿음체계라고 조작적인 수준에서 정의해 보았다. 이에 따라서 세계적으로 다급한 정부정책으로 등장하고 있는 인구문제에의 정책개입의 정당성을 생물학적이고 진화론적 자연도태에 의한 자연의 법칙을 믿고 있는 자연주의와, 종족보전의 가치를 중시하는 남녀의 결합에 의한 가족주의 이념 등으로 먼저 설명하여 보았다. 그러나 적정인구를 유지하여 국가경쟁력을 확보하면서 시민의 행복하고 안락한 삶을 보장하고자 하는 인구통제와 계획을 중심으로 하는 국가주의가 인구정책의 정당성을 설명하는 주요 이념이라고 할 수 있다. 그러나 적정인구를 계속적으로 유지하고 보존하기 위해서는 미래의 인구보다는 현재 인구의 안정되고 행복된 삶을 보장하는 결혼과 출산, 일자리 창출, 주거와 교육 등과 같은 삶의 질과 생존에 관한 기초적인 욕구를 해결하고 만족시켜야 인구정책의 정당성이 설명될 수 있다는 복지주의도 주요 이념이라고 할 수 있다. 정책개입이나 정당성, 이념 등은 그 자체만으로도 계속적인 연구가 필요한 주제이기 때문에 인구정책의 정당성을 인구이념으로 한정한 본 연구는 제한적 수준에 불과할 수밖에 없을 것이다. 또한 각각의 이념에 의한 인구정책의 정책개입의 정당성을 구체적이고 심층적으로 논의할 수 있어야 인구정책의 정당성에 관한 이념연구가 좀 더 성숙될 수 있을 것이다.

영문 초록

Statism and political philosophy have inquired scientifically and ideologically individual and social or public justifications of state policy intervention for individuals’ benefits as well as public interests and/or publicness itself. In policy studies, state intervention or interventionism has focused to policy intervention to individuals’ freedom and autonomy. Thus this paper pointed out social justifications of population policy rather than individuals’ by employing a working definition on policy justification as a value-laden judgment on the goal and ideology driven by the population philosophies in practices to diagnose and evaluate its policy effectiveness and achievement. Also population ideology was defined as a dominant and stable belief and/or its system in the population policy community. Population policy in both theory and practice has been decided by ideological paradigms formulated by chronical events and practical appropriateness espoused and circled by predominant ideologies in state and in society. Thus this study explored four types or terminologies of population ideology by critically reviewing population policy studies and its philosophical arguments. The first ideology, naturalism can be found that the population size and its fluctuation are determined by individuals’ autonomous decision and their privacy right driven by biologically natural selections and the concept of property. The second ideology, familism explained the justification of population control and management because this ideology has been ruled by family economy, in which it has decided its wedding, pregnancy, and fertility rate frequently intervened by population programs. As the third ideology, welfarism had just followed the familism ideology because happiness and wellbeing in family sometimes susceptible to the policy intervention can be varied by the actual justification of the familism. As an concluding point of this paper, These ideological arguments shed a controversial issue on the state-centered and -monopolized theory of statism, the fourth ideology that the population policy intervention to the individuals’ judgment on their future generations has been justified by natural and/or family philosophies. However, the ideological terminology of statism has been a prevailing belief system in the population policy intervention; and it has devoted that state has title to controlling power to the individuals’ population decisions.
