국문 초록

본 연구는 안산시 원곡동에서 형성된 다문화정책 거버넌스 구조가 특정한 맥락과 상황 속에서 어떠한 요인에 의해 변화하는지를 심층적으로 분석하는데 목적이 있다. 다문화정책 거버넌스란 거주외국인 및 다문화와 관련된 공통의 사회문제를 해결하기 위한 의사결정 및 집행 메커니즘을 의미하며, 이를 분석하기 위해서는 거버넌스 참여자 간의 역할과 상호관계를 파악하는 것이 중요하다. 따라서 본 연구는 다문화정책과 관련된 환경과 제도의 변화 및 거버넌스 참여자들의 역할 변화가 급격하게 이루어진 시점을 기준으로 시기를 구분하고, 각 시기별 다문화정책 거버넌스 참여자의 역할과 기능 및 이들이 형성하고 있는 거버넌스의 변화과정을 분석하였다. 안산시는 우리나라의 다문화정책에 있어 가장 상징적인 지역임과 동시에 거버넌스 참여자들과 그들의 역할 측면에서 거버넌스 구조변화 연구의 대표적인 사례라 할 수 있다. 우리나라는 전통적으로 중앙정부 또는 관 주도의 Top-down 방식으로 정책결정과 집행이 이루어지는 경향이 강하다. 하지만 안산시의 경우, 종교단체 및 시민단체가 중심이 된 민간영역이 외국인 문제를 의제화하였고, 이에 대응하여 지방정부와 중앙정부가 참여하여 정책결정과 집행과정에서 적극적인 역할을 수행하는 모습을 보인다.

영문 초록

This paper investigates the changes of governance structure associated with multi-cultural policies in the City of Ansan. It defines governance, in a broad sense, as decision-making and implementation mechanisms in order to encompass the main actors and analyse their activities in the policy-making process. The City of Ansan is a pioneer city in South Korea in that the City has been most populous with foreigners and has aggressively embraced multi-cultural policies. The initial governance structure relating to foreigners was loosely formed mainly by some religious and civic groups, and their activities were by nature somewhat sporadic and less institutionalized. But gradually the city got involved and officially initiated public programs which have expanded significantly in a short-time period. And, finally the central government became one the most influential actors by creating its own programs along with financial resources. The case of Ansan City in the field of multi-cultural policy is meaningful since the case is one of the rare cases in the history of Korean governance in that the initial governance was formed in the civilian sector, expanded by involving the local government, and finally the central government: the so-called bottom-up transformation of governance.
