국문 초록

본 연구는 우리나라 초등학교 교육과정의 변화 추이를 탐색하고 규정하는 데에 목적을 두고있다. 이를 위하여 교육과정과 관련된 정책과 개발주체, 그리고 교육과정 문서에 포함된 편제와 시간배당 및 교육과정 편성·운영 방식을 준거로 삼아 제1차 교육과정부터 2015 개정 교육과정까지를 분석하였다. 이들 준거 중에서 가장 큰 변화를 보이는 것은 교육과정 정책이었다. 즉, 교육과정 정책의 경우에 제5차 교육과정까지는 국가 수준 교육과정이 유일한 형태였다면, 제6차 교육과정부터는 교육과정 분권화에 따라 그 이외에 교육청 수준과 학교 수준이 생겨나 오늘날에 이르고 있다. 교육과정 개발의 주체도 비록 약간의 전진과 후퇴를 되풀이하기도 했지만 국가 주도에서 외부 기관이나 민간단체에 위탁하는 방향으로 변화되어 왔다. 그 이외의 요소에서는 변화가 상대적으로 많지 않았지만, 국가가 쥐고 있던 권한이 점차로 교육청이나 단위 학교로 이양되는 경향을 보이고 있다. 이와 같이 우리나라 초등학교 교육과정은 요소별로 어느정도의 차이를 보이고 있지만, 점차로 분권화나 지역화를 부각시키는 방향으로 변화되어 왔다. 그리고 그러한 변화 추이는 교육과정 자율화로 귀결되었다.

영문 초록

This study aims to explore and define the trend of elementary school curriculum in Korea. To this end, the researcher took as criteria not only curriculum policies and development agencies, but also the subject-system and time-allotment contained in the curriculum documents, and curriculum organization and implementation approach. It seems the greatest variation among these criteria was the curriculum policy. Until the 5th national curriculum there has been only one curriculum policy, the national-level curriculum, but in accordance with the curriculum decentralization since the 6th national curriculum, the local- and school-level curriculum have come into being and still operate today. Although the agencies of curriculum development have also repeated a bit of advance and retreat, I have witnessed that the R&D model-oriented curriculum policy has been changed into the direction entrusted to external agencies and private organizations. Although the changes to the other elements were relatively small, it seems that powers of the authorities concerned tend to have been transferred to local education authorities and individual schools. Thus, although the elementary school curriculum in Korea shows more or less the difference by element, it has been changing gradually in the direction to highlight decentralization and localization. As a result, this study was to define the trends of elementary school curriculum in Korea as curriculum autonomy.
