평생교육 개념의 재검토 : 유네스코의 랑그랑·포르·다베·들로 보고서를 중심으로

국문 초록

‘평생교육’ 개념이 전 세계에 미친 파장을 고려할 때, 우리나라에서 유네스코의 초기 평생교육론에 대한 연구는 아직은 초보적인 수준에 머물러 있다. 무엇보다도 유네스코의 초기 평생교육론에는 평생교육과 관련하여 현재 논란이 되고 있는 거의 모든 쟁점이 포함되어 있다는 점에서, 이에 대한 체계적인 분석이 필요하다. 이러한 맥락에서 본 연구에서는 유네스코의 초기 네 보고서, 즉 랑그랑 보고서, 포르 보고서, 다베 보고서, 들로 보고서를 분석하였다. 본 연구에서는 시대적 도전과제, 인간의 실존적 과제, 다양한 유형의 교육에 평생교육을 어떻게 관련시키고 있는지에 주목하였다. 랑그랑 보고서에서 포르 보고서와 다베 보고서를 거쳐 들로 보고서에 이르는 논의는 평생교육을 화두로 삼고 있기는 하지만 교육의 가치를 발견하고 지속적으로 재확인하는 논의라고 할 수 있다. 네 보고서에서 ‘평생교육’은 시대적 도전과제에 대처하는 교육적 원리, 인간의 실존적 과제를 풀어나가는 열쇠, 다양한 유형의 교육이 지향하는 이념으로 제시되어 있다. 이와 관련된 모든 논의는 기존의 교육에 대한 비판적 성찰에 기초하고 있으며, 평생교육이라는 교육에 대한 좀 더 진전된 이념의 지향으로 수렴되고 있다. 유네스코의 초기 네 보고서에 비추어 볼 때, 개념사적으로 유네스코의 초기 평생교육론은 교육론으로 귀결된다고 말할 수 있다.

영문 초록

Considering the wavelength that the concept ‘lifelong eduation’ has an impact on the world, the studies on the early discussions of the lifelong education of UNESCO remains at the rudimentary stage in Korea. Those discussions include most issues that are denounced in relation to lifelong education. Therefore, a systematic analysis of those discussions is needed. In this context, this study analyzed the early four reports of UNESCO-the Lengrand Report(1970), the Faure Report(1972), the Dave Report(1973), the Delors Report(1996). This study focused on how each articulates the lifelong education to the tasks of current era, the existential tasks of human beings and the various types of education. The discussions of the Lengrand Report through the Faure Report and the Dave Report to the Delors Report deal with the lifelong education as the main topic, and yet they are ones that find the value of education and continually reaffirm it. In the four reports ‘lifelong education’ is presented as the educational principle coping with the tasks of current era, the key resolving the existential tasks of human beings and the idea for the various types of education to direct. Every discussion related to these is based on the critical reflection on existing educations and converged on the direction of the more advanced idea about education, namely lifelong education. In terms of the early four reports of UNESCO, history of the concept ‘lifelong education’ tells us that the early discussions of the lifelong education of UNESCO turn out the discussions of education.
