영문 초록

Not only has the European Union been considered one of the most advanced forms of regional integration, but it has also been regarded to entertain one of the transparent administrative cultures. With the resignation of the Santer Commission in 1999, however, anti-corruption issues have been come to the fore of academic debates as far as the Community governance is concerned. To enhance transparency and accountability of the Union's administrative culture, reform endeavors have been witnessed, focusing on the Commission. Against this backdrop, this study aims to study the formal and informal institutionalization's effects on the Commission's efforts to make its administrative culture more transparent and accountable. To this aim, this paper focuses on internal reforms of the Commission, inter-institutional relations, and underlying administrative ethos, and contends that all of these reforms are the consequences of the socialization and path dependence of the institutions.
