디아스포라(Diaspora) 관점으로 본 탈북민 이해와 선교적 의미

국문 초록

탈북민은 구속사적 관점에서 중요한 의미를 내포하고 있다. 하나님이 보내 신 통일의 전령이고 선취이다. 이런 점에서 탈북민에 대한 충분한 이해는 통 일을 준비하는 구체적인 과정이라고 할 것이다. 탈북민 디아스포라의 관점은 사회학적으로 통일시대 논의에서 사회학적으로 관심이 되고 있는 중요한 주제가 되어 가고 있다. 이 논문은 탈북민에 대한 디아스포라적 현상에 대해서 논의하고 있다. 탈북에는 4 가지 유형이 있다. 망명형, 생존형, 생계형, 이주형 탈북이다. 이러한 변화는 탈북민이 점점 한국사회에서 디아스포라적 형태를 취하고 있다는 것을 보여준다. 이런 변화는 하나님이 통일시대를 준비하는 과정이라고 볼 수 있다. 한국교회는 탈북민을 같은 민족이라고 무조건적으로 포용하고 있는 것처럼 보이지만 실제로는 이중적인 모습을 볼 수 있다. 결국 탈북민의 실제적인 문제들을 인식하지 못하고 정서적 거리만 느끼도록 하는 경우가 많다. 그 이 유는 탈북민을 타문화적 관점에서 접근하기 때문이다. 이런 과정에서 탈북민은 자신의 정체성 혼란을 경험하게 된다. 북한 사람도 아니고 남한 사람도 아닌 삶을 사는 것이다. 탈북민은 ‘ 고향이 북한인 한국사람’ 이라는 정체성을 가지고 있을 때 남한 사회에서 독립적이면서 통합적인 존재로 살아갈 수 있다. 이런 통합적 정체성은 동질성만을 강조하는 민족적 관점에서는 가질 수 없다. 뿐만 아니라 이질성을 강조하는 문화적 관점 역시 마찬가지이다. 디아스포라 특성을 지니게 되면서 탈북민은 ‘ 고향이 북한인 한국사람’ 이라는 정 체성을 갖게 되는 것이다. 2015년은 해방 70주년이고 분단 70년이 되는 해이다. 통일시대를 이루어 가는데 있어서 탈북민에 대한 이해는 점점 중요해 지고 있다. 지금까지 한국 교회는 탈북민을 보호와 도와줘야 할 대상으로만 인식해 왔다. 그러나 한국 교회는 탈북민을 통일시대의 파트너로 인식을 바꾸어야 한다. 이를 위해 탈 북민 디아스포라를 선교적 역량으로 바꾸는 일에 초점을 두고 사역을 해야 한다. 이러한 선교적 교회는 통일시대 남북한을 사회적으로 통합하는 과정뿐 만 아니라 세계선교의 전초 기지가 될 것이다.

영문 초록

North Korean refugee (Talbukmin) can be regarded as an important messenger for the era of unification when their life is illuminated by God’s perspective. Therefore, understanding of North Korean refugee is a practical process for Korean reunification through the Gospel. This study tries to understand the North Korean refugee in diaspora perspective. The perspective of North Korean diaspora has sociologically become a significant research subject that has received close attention especially in the discourse of unification of Korea. South Korea church have unconditionally embraced a sense of Korean ethnic homogeneity. This perspective overlooks the real situation of the two Koreas and practical problems. On the other hand, intercultural perspective rejects emotional integration between South Koreans and North Koreans. There are four types of North Korean refugee: ‘refugee for exile,’ ‘refugee for survival,’ ‘refugee for living,’ ‘refugee for migration’. This change shows that North Korean refugee has been regarded as diaspora in South Korea society. This study will provide useful insights for its missiological meaning that build missional church in the era of unification. North Korean refugee can no longer be ignored by South Korea society. Until now, South Korean church has regarded North Korean refugee as mere object of settlement support and social integration. However, South Korean church should put more resource into the effort to develop North Korean diaspora’s missiological capacity. North Korean diaspora will be a strong man power for rebuilding North Korean community as missional church. The year 2015 as the 70th anniversary of Korean liberation from Japan should be a new era for Korean reunification. At the time of national unification, missional church as 'reconciled community' will be not only a strong social glue for integration between South and North Koreans, but also be important for world mission.
