국문 초록

본 연구는 한국과 일본 양국의 초등사회과 교육과정에 나타난 기능 목표의 변천을 비교 검토함으로써 21세기 지식기반사회에 대응하기 위한 사회과 학력관을 모색하는데 목적이 있다. 한국과 일본의 초등사회과 교육과정에 나타난 기능 영역 목표의 역사적 변천을 비교 분석한 결과 다음과 같은 공통점과 차이점이 밝혀졌다. 첫째, 한국과 일본 양국의 사회과에서 전통적으로 강조해온 기능으로는 자료나 정보를 획득하고 이를 활용하는 능력이다. 둘째, 한국의 경우, 문제해결 능력과 탐구능력, 의사결정 능력, 사회참여 능력 등을 육성해야할 기능으로 직접적으로 제시하고 있는 반면, 일본의 경우 사고력 이라는 보다 포괄적인 용어로 제시하고 있다. 셋째, 한국은 육성할 능력 목표가 교육과정이 바뀌어도 어느 정도 일관성 있게 제시되고 있는 반면에, 일본은 학습지도요령의 개정에 따라 즉 시대에 따라 다소의 변화를 보이고 있다. 특히 일본의 1998, 2008 학습지도요령에서는 표현력을 강조하고 있는데, 21세기 정보화 사회를 주체적으로 살아가기 위해서는 정보를 수집, 선택할 뿐만 아니라 전달이나 창조 등의 표현력이 요구된다는 점에서 우리나라 사회과 학력관 모색에 시사하는 바가 크다.

영문 초록

This study is to compare and review the historical changes of skill goal on the educational curriculum of elementary social studies in Korea and Japan to determine the concept of academic performance in social studies for the knowledge-based society in the 21st century. As a result of comparison analysis of historical changes in skill goal from the educational curriculum of elementary social studies in Korea and Japan, the following common points and differences were clarified. First, the traditional accentuation in social studies of Korea and Japan has been an ability to obtain data or information to be used. Second, while the abilities such as problem solving ability, inquiry ability, decision-making ability, and social participation are directly proposed in Korea, they are rather proposed in a comprehensive term called thinking skill in Japan. Third, while the goal of ability to be promoted is proposed with some consistency even under different educational curriculum in Korea, it has been changing under the revision of government guidelines for teaching, or the time period, in Japan. Especially in the government guidelines of 1998 and 2008 in Japan, the ability of expression has been emphasized, proposing not only collection and selection of information but also the requirement of expression ability such as delivery or creativity for the independent life in the 21st century information-oriented society to Korean social studies.
