국문 초록

온라인 활동의 증가와 사이버 세계의 확산은 삶의 여러 영역에서 많은 변화를 가져왔다. 이러한 변화는 집합행동과 정치과정의 영역에도 커다란 변화의 가능성을 가져다주고 있다. 이 연구는 인터넷을 매개로 한 활동이 정치적 동원과 사회운동에 미친 영향을 살펴보고, 앞으로의 사회운동 발전에서 온라인 활동의 가능성과 한계에 대해서 고찰한다. 이를 위해 이 연구는 사회운동의 주요 요인들인 동원구조, 기회구조, 그리고 인식틀의 차원에서 온라인 활동이 가져온 변화들을 이론적으로 살펴본 후, 이러한 논의들을 미국산 소고기 수입반대 촛불집회 사례의 경험에 대한 재조명을 통해 검토해본다. 2008년촛불집회는 미국산 소고기 수입확대에 반대하여 한국의 주요 도시들에 걸쳐 대규모로 벌어졌고 두 달 이상 지속되었다. 이 운동은 매우 짧은 시간에 대규모 동원이 이루어졌다는 점, 즉각적으로 전국적 규모로 확산되었다는 점, 조직적 동원에 의존하지 않고도 장기간 지속되었다는 점, 주로 사이버 공간을 통해 인식틀의 형성이 이루어지고 논쟁이 지속되었다는 점 등, 이전의 운동과는 매우 다른 양상으로 전개되었다는 점에서 상당한 의미와 시사점을 가진다. 그러나 다른 한편으로는 공고한 조직의 부재, 참여성원간 지 향점의 불일치 등에서 비롯된 한계점들도 명백히 보여주었다. 이 연구는 이러한 이론적, 경험적 검토를 기반으로 사이버 활동이 사회운동에 가져다 준 가능성과 한계를 짚어보고, 이를 바탕으로 향후 인터넷에 기반을 둔 운동과 그에 대한 연구에 시사를 주는 함의들을 제시한다.

영문 초록

The rapid increase of online activities and the expansion of cyber-world have invited many changes in various spheres of human life. The changes have also brought new possibilities for huge change in collective action and political process. This study examines the influence of cyber-activities on political mobilization, and considers the possibilities and the limitations for the development of social movement. For this, this study theoretically reviews the changes caused by online activities in terms of major factors of social movement, such as mobilizing structure, political opportunity structure, and framing process, and then examines those discussions by revisiting a case—the candlelight demonstrations in 2008. This movement massively arose in major cities of South Korea, against the expansion of the import of American beef, which was suspected of being contaminated with ‘mad cow disease’, and actively lasted over two months. The movement showed considerable significance and implications due to its new phases of development, different from previous social movement: it succeeded in massive mobilization in a very short time and expanded nationwide instantly; it lasted for a long period not depending on the organizational efforts of mobilization; and the framing process mainly progressed in cyber-space. However, it showed some fundamental limitations caused by the lack of a solid organizational base and the disagreement of political orientations among the participants. On the basis of this theoretical and empirical examination, this study points out the possibilities and the limitations of online mediated social movement, and proposes some suggestions for future mobilization and movement studies on such mobilization.
