국문 초록

컨벤션산업에서 행사를 수주하기 위한 입찰행위는 기업의 생존과 성장을 위한 핵심활동이 된다. 따라서 입찰 선정과정에서의 공정성과 효율성 확보는 산업의 경쟁력을 결정하는 중요한 요소가 된다. 본 연구는 국내 컨벤션 입찰제도 및 운영방식의 문제점과 이의 개선방안을 도출하고자 하는 것이다. 이를 위해 업계 전문가와 실무자들을 대상으로 면담과 설문조사를 통해 입찰제도의 문제인식정도, 운영상의 문제점, 그리고 해결방안에 대한 실증분석을 수행한 결과는 다음과 같다. 첫째, 조사대상 전체의 62.8%가 현행 입찰제도와 운영방식에 문제가 있는 것으로 인식하고 있었다. 입찰방식의 타당성, 공정성, 만족도의 평균은 5점 척도의 중간 값에도 못 미치는 수준이었다. 이러한 문제의 심각성은 PCO 유형에 상관없이 인식되고 있는 것으로 조사되어 국내 컨벤션 입찰제도의 개선이 시급함을 제시하고 있다. 둘째, 입찰방식의 구체적인 문제로서 “발주기관과 입찰참여업체의 유착”, “제안서 평가위원회에 대한 로비활동”, 그리고 “제안서 평가결과의 타당성 결여”는 입찰제도의 타당성, 공정성, 그리고 만족도라는 세 가지 변수와 통계적으로 매우 유의한 상관관계를 갖는 핵심변수였다. 셋째, 전술한 핵심 문제를 해결하기 위해 “입찰심사평가 항목과 배점”과 “제안서 평가위원회의 구성 및 운영”의 개선방안을 제시하였다. 입찰심사항목의 배점에 있어 기획능력평가의 비중을 높이고 실적평가에 있어 행사금액뿐만 아니라 수행행사의 성패에 관한 질적 요소를 고려할 필요가 있다. 그리고 제안서 평가위원회의 구성과 관련해서는 발주기관과 독립성을 확보하고 운영에 있어 충분한 심사기간을 확보하는 것이 요구된다.

영문 초록

The bidding process to obtain an event order is critical for the survival and growth of companies in the convention industry. This study aims to examine the problems in the bidding system, and to suggest reformation measures in the domestic convention industry. Through a focus group interview and a survey, I conducted an empirical analysis of convention professionals, which produced the following results. First, the mean values of the propriety, fairness, and satisfaction of the bidding system remained below the middle point of the Likert scale in our survey. Reformation measures of the domestic convention bidding system are urgently needed because of this kind of awareness of the prevailing bidding problem regardless of PCO types. Second, propriety, fairness, and satisfaction are significantly correlated with three core variables, which include "the back-scratching alliance of bidders and ordering organizations", "the lobbying and appeasement to evaluation committee", and "the lack of propriety for evaluation items and credits," respectively. Finally, this study suggests some reformation measures over "composition and operation of the evaluation committee" and "evaluation items and evaluation criteria and credits". The evaluation committee has to be composed with an equal number from related organizations, professionals, and ordering organizations. Also weighing on evaluation credits should be added to the planning abilities in order to minimize a company's administrative ability and bidding price.
