CIPP 평가모형에 근거한 2014년 서울형 자유학기제 평가:중학교 진로교육과 진학지도를 중심으로

국문 초록

이 연구의 목적은 CIPP모형을 활용하여 2014년 시범운영한 서울형 자유학기제를 중학교 진로교육과 진학지도를 중심으로 평가하는 데 목적이 있다. 이 연구를 위해 2014년 연구학교에서 시범운영에 참가한 교사, 학생, 학부모를 대상으 로 CIPP 평가모형을 근거로 한 설문문항을 제작하여 설문조사를 실시하였고, 국내외 문헌 및 서울시교 육청 자료, 2014년 연구학교들의 운영계획서와 결과보고서 등을 참고 하여 분석하였다. 연구결과는 다음과 같다. 상황평가에서 정책목표의 파악이나 실현 가능성에 있어서는 교사, 학생, 학부모 모두가 긍정적 평가를 하고 있음이 나타났다. 그리고 교사와 학생은 진로교육 중요성과 필요성을 높게 인식하는 반면, 학부모는 진학지도의 필요성을 더 높게 생 각했다. 사전준비에서 주변 인프라 구축이나 서울형 자유학기제와 진학관련성에 대해 학부모는 부정적 평가를 하고 있음이 드러났다. 투입평가에서, 시범학교들은 다양한 진로체험을 계획하여 운영하고 있었으나 서울형 자유학기제 전반적 운영계획에 대해 교사, 학생과는 달리 학부모는 전반적 운영계획 모 두에 대해 부정적 평가를 하였다. 과정평가에서 각 학교의 운영계획서에 세부 프로그램이 학생의 흥미와 관심을 중심으로 다양하게 계획되어 있었으나, 이에 대해 학부모는 부 정적 평가를 했다. 그리고 진로관련 프로그램이 중학교 수준에 맞게 편성되었는가 하는 점에 있어서도 학부모는 부정적 평가를 했다. 산출평가 결과 교사와 학생은 정책의 효과성과 진로교육 관련 효과성 평가, 진학관련 효과성 평가에서 모두 긍정적 평가를 한데 반해, 학부 모는 부정적인 평가를 하였다 본 연구를 바탕으로 자유학기제의 성공적인 안착을 위해서는 서울형 자유학기제에 대한 학부모 대상 의 적극적 홍보 및 학부모와의 인식공유가 필요하며, 학부모의 요구를 반영한 진학지도와의 연계 방안에 대한 연구와 함께, 2015년 운영결과를 토대로 좀 더 많은 보완과 체계적인 준비를 통해 단계적, 부분적으로 실시를 확대할 필요가 있다고 제언하였다.

영문 초록

This study aimed at evaluating 2014 Seoul Free Semester System and providing the feedback for its success and stability, focusing on the middle school career education and guidance on high school entrance. Towards these ends, CIPP evaluation model was used. 18 evaluation criteria and 83 items were set through literature reviews regarding the CIPP evaluation model and CIPP evaluation model checklist. In addition to the questionnaire, each school's management guide lines and result reports were analyzed for more information. The results of this study were as follows : First, students and teachers were satisfied with car eer search programs like job shadowing and mentoring while parents were not. Second, most of teachers, students and parents complained that there were shortage of infrastructures for work experience. Third, pa rents especially expressed concern about the degradation of academic ability after the free semester education system. The following are the key issues emanating from the results of this study for its success and stability. First, there were a few limitations in the Free Semester Education System. Nevertheless, it should be pursued consistently. Second , the government and the communities should build more infrastructures for career experience. Third, the Free Semester Education System should be expanded gradually in accordance wi th the schools' readiness. The following ca n be suggested for future research: (1) It is necessary to develop various kind s of parents programs to share the objectives of the Free Semester Education Sy stem. (2) Various kinds of teaching methods such as discussions, project works and STEAM(fusion classes) should be developed more and expanded into second and third graders. (3) More studies on guidance on high school entrance should be performed as well.
