2015학년도 대입전형간소화정책의 효과성과 타당성 평가:학생ㆍ학부모ㆍ교사의 효과성 인식에 근거한 인과가설 평가를 중심으로

국문 초록

본 연구는 2015학년도 대입전형간소화정책이 충실하게 운영되고 있는지를 밝혀내기 위하여, 박근혜 정부의 대입전형간소화정책의 효과성과 타당성을 중심으로 분석하였다. 본 연구는 박근혜정부의 대입전 형간소화정책에 대한 정책의 효과성에 대한 체계적인 평가와 종합적인 논의를 통해 정책의 인과가설의 타당성을 평가하고, 나아가 대입전형간소화정책에 대한 실효성 있는 정책적 시사점을 찾고자 하는데 그 목적이 있다. 이에 서울ㆍ인천ㆍ경기의 고3 학생ㆍ학부모ㆍ지도교사를 대상으로 설문조사를 실시하였고, 자료 처리는 [SPSS 22 .0]을 활용하였으며, 효과성ㆍ영향성에 대하여 Likert 5점 척도를 이용하여 기술 통계 및 빈도 분석을 실시하였다. 연구 결과 대입전형간소화정책의 효과성 평가 결과, 학생․학부모의 부담 완화와 공교육 정상화에 효과적이지 못하였고, 교육주체가 대입전형의 간소화보다는 여전히 복잡성을 인식하고 있기에 정책목표 달성에 실패한 정책이다. 학생ㆍ학부모ㆍ교사의 인식에 근거한 인과가설을 중심으로 대입전형간소화정책의 타당성을 평가한 결과, 대입전형에 대한 복잡성을 유발하는 부분들에 대한 핵심적인 조치가 미흡하고 구체적이고 실제적인 정책 제시로 연결되지 못하였다. 또한 대학의 자율성을 침해하지 않는 범위 내에서의 정책집행으로 인하여, 결과적으로 현실에 별 영향을 끼치지 못한 타당성이 다소 미흡한 인과 가설이었다고 평가할 수 있다.

영문 초록

This study was focused on the effectiveness and validity of ‘Simplifying the process of university admission selection for the school year 2015 ’ of Park Geun-hye government to find out whether the policy was under faithful and streamline operation. The purpose of this study was to evaluate the validity of Casual Hypothesis of policy through the systematic assessment and comprehensive discussion on the effectiveness of the policy. Moreover, this study also aimed to find out effect ive politic implications on the ‘Policy of simplifying the process of university admission select ion’. We carried out a survey targeting senior high school students, parents and teachers in Seoul, Incheon and Gyeong-gi province. Data was processed by utilizing [SPSS 22.0] and Likert 5-point scale was used for descriptive statistics and frequency analysis. This stud y of evaluation on the effectiveness of the ‘Policy of simplifying the process of university admission selection’ show s that the policy is not effective in reducing the burden of students and parents and that the policy can not effect ively stabilize the public education. The policy can be mentioned as a failure in achieving the goal considering that the persons concerned are still recognizing the complexity of the admonition selection rather that the simplicity. The study on validity of the policy which was focused on the Casual Hypothesis based on the recognition from students, pa rents and students shows that it lacks fundamental actions against the factors causing the complexity of admission selection and does not provide realistic policy. Policy execution within the boundary of not infringing the autonomy of the university which brought minor effect in practice ca n be estimated as an Cause Hypothesis wi th insufficient validity.
