교육·훈련 기간 중 경찰 및 소방공무원의 복지처우 비교분석

국문 초록

본 연구는 새로 충원되는 경찰 및 소방공무원 인력들의 교육·훈련 기간 동안의 복리 처우에 대한 문제점을 찾아보고 이를 개선함으로써 경찰 및 소방공무원들이 치안 및 공공안전에 최선을 다할 수 있는 환경을 조성하는데 일조하는 것에 목적을 두고 진행되었다. 이를 위하여 경찰학교와 소방학교의 의무실 운영규칙을 살피고, 상해로 인한 퇴교자 현황을 살펴보았다. 부가적으로 경찰학교 교육생과 졸업생을 대상으로 인터뷰를 실시하여 경찰학교에서 직간접으로 경험한 상해 사례들을 보여주었으며, 신분의 안정성의 문제를 지적하기 위하여 경찰 공무원 공채 시험과 소방 공무원 공채 시험 합격 이후에 진행되는 신분의 변화와단계별 혜택을 다른 국가·지방공무원 9급과 비교하였다. 그 결과, 다음과 같은 문제점이 발견되었다. 먼저, 많은 사례들을 통해 살펴본결과 대부분의 교육생들이 정형외과 치료가 필요하였으나, 의무실의 여건이 이를 대비할 수 없었다. 또한, 경찰·소방공무원 9급 공무원에 비해 교육기간이 길며, 이 기간 동안 4대 보험 혜택을 받지 못하는 등의 신분 안정성 문제가 발생하였다. 이로 인해, 실질적인 금전문제도 발생하였는데, 30년을 근무한 경찰·소방공무원이 받게 되는 월 연금 수령금액이 33,250~66,500원 손해를 봤다. 개인으로 봤을 때 적은 금액일 수 있으나, 총 경찰·소방공무원 인원을 생각하면 정부에 의해 1천억 원 이상의 금액이 미지급된 것을 의미한다. 이에 대한 근본적인 문제로서 경찰 인력에 계획에 따른 추가 예산의 배정은 물론 현직 경찰에 대한안전 보장의 문제 등이 함께 논의 되어야 할 것이다. 더욱 구체적인 논의들과 정책적 함의들은 본문에서 다루도록 한다.

영문 초록

The purpose of this study is to review issues on a treatment and welfare for fire and police recruit and to recognize the necessity of its improvement. We reviewed the several codes related to the school infirmary and the number of ex-trainees who was expelled from the school due to a serious injuries during the training period in the school. To confirm the overall policy and atmosphere for the injured trainees in the school, had we an in-depth interview with current trainees and alumni using a snowball sampling. Finally we compared the codes and regulations of local public officials and national public officials in terms of recruitment procedure and the following benefits with the fire fighter and policeman. The result indicated that the most common injuries was the fractures which required a rapid orthopedics treatment. However, the current condition of the school infirmary was not able to give a proper treatment because there was only a nurse without a doctor. Also, the training period was longer than other public officials without main benefits of four major public insurance. According to the calculation, the estimated personal loss compared to other public officials is upto 66,500won per month when the policeman retired It means that a amount of over 100,000,000,000 won has not unpaid by the government to the public officials in the area of public safety. As for a fundamental alternative, we pointed out that an additional budget as much as the supplement plan of the policeman and a cognition for security assurance of public officials in the area of public safety are required to be considered by the government. Detailed arguments and policy implications will be discussed in the context.
