국문 초록

최근 지방 정부의 ‘마을만들기사업’은 기존 지역 개발 사업의 성과주의와 하향식 추진 방식에 대한 문제 제기를 통해서 진행되고 있다. 이 과정에 주민들의 참여를 위해 마을학교 등의 교육과정을 운영하고 있다. 한편, 평생교육법 제정과 평생교육 전담 조직이 정비되는 과정에서 한국의 평생교육의 공적 기반은 급격하게 확대되고 있다. 시민들의 학습 요구나 참여율도 급격하게 상승함에 따라 각 지자체의 평생교육 공공 시설과 공적 지출이 증가하고 있다. 그럼에도 불구하고 한국 평생교육 실천은 마을 단위의 주체 역량 강화와 같은 근본적인 변화에 기여하지 못하고 있는 상황이다. 이러한 문제의식 하에서 본 연구는 시흥시 학습마을 사례를 통해서 마을공동체 사업의 추진과 주민의 평생학습의 관련성읕 탐색하고자 하였다. 또한 이 과정에서 나타나는 주민의 사회참여형 학습의 특징을 분석하였다. 이 실천 사례에서 발견한 마을만들기와 평생학습의 협동 가능성은 세 가지로 정리할 수 있다. 첫째, 마을공동체 활동에서의 평생학습은 실천과 학습의 관계성에 주목하여 개인 욕구 기반의 학습보다는 사회적·공동체적 실천의 과정으로서 학습을 강조하고 있다. 둘째, 마을 활동과 관련해서 마을학교는 마을의 사회적 경제와 강한 결합의 가능성을 보이고 있다. 세 번째, 마을공동체 활동에서 민관의 협력적 거버넌스가 중요한 과제로 떠오르고 있다.이에 기존의 행정 체제와 주민의 참여를 매개하는 평생교육 영역의 역할에 주목해야 함을 밝히고 싶다.

영문 초록

Recently, Korean municipalities have been leading a boom of ‘the Community Building Project’ in order to overcome the limitations of the central government policy, arguing its performance based principle on existing regional development project and top-down approach. On the other hand, Korean lifelong education has been rapidly expanding in accordance with enactment of Lifelong Education Act and alignment of its exclusive organization. Also, the municipal public facilities for lifelong education and its public spending on lifelong learning are rising sharply to fulfill diverse people's needs for learning and increased participation rates. Nevertheless the Korean lifelong education has not been could not contributing to fundamental changes as reinforcement of subject capacity for community units. With having a sense of these problems, this study analyzed affinity between lifelong education and community building project municipalities have been recently promoting, focusing on a example of Siheung City lifelong learning villages project. A possibility of collaboration between ‘Community Building’ and lifelong education from the example can be defined as three findings. There are three findings as follow. First of all, community activities in lifelong learning emphasize the learning as a process of social and collective practices, social practice learning, taking note the relationship between practice and learning rather than learning based on personal needs. The second is that community learning shows prospect of a strong bond with local social economy, related with community activities. Lastly, collaborative public-private governance is emerging as important tasks in the community activities. Therefore This study urges to pay attention for the role of lifelong education that mediates existing administrative framework and new who form the participation of residents
