국문 초록

세계글로벌 시대에 "코리안 드림"을 갖고 국내에 거주하는 외국인 국내 유입 경로로는 산업연수생 그리고 관광비자로 인한 외국인의 입국, 출국이 지속적으로 증가되면서 국내산업의 노동인력으로 대체되고 있다. 또한 노동현장에서 발생되는 외국인의 체류 및 노동인력으로 취업활동을 하면서, 발생되는 인권침해 등 세계시민성(global citizenship)에 반하는 사회문제 및 비용이 증가하고 있다. 본 연구는 외국인력이 국내 노동시장을 보완하고 있고, 외국인력 도입에 따른 사회문제 및 사회비용을 최소화하기 위해 외국 인력관리시스템을 효율적으로 개선하는데 목적이 있다. 또한, 현재 시행되고 있는 외국 인력관리의 문제점들을 적시하고 제기된 문제점들을 보완할 수 있는 외국 인력관리시스템 개선, 구직자정보 데이터베이스 최적화 기술을 도입하여, 기업의 수요에 부합하고 사업주가 필요로 하는 외국인근로자를 채용하는 개선된 외국 인력관리시스템을 제안 하였다.

영문 초록

To pursue "the Korean Dream" in this globalization era, foreign immigrants enter and leave the country as industrial trainees or via tourist visas. With the constant growth in the influx and outflux, domestic industry is replaced with foreign labors. As the number of foreign workers is increasing, human rights violation, social issues going against global citizenship, and social costs are also growing. The purpose of this study is to systematically establish Foreign Labor Management System to reduce and resolve social issues and social costs as foreign labor is supplementing the domestic labor market. In addition, issues of current Foreign Workforce Policy were reviewed. To supplement such strategic management plan, such as introducing highly skilled workforce, improving Foreign Labor Management System, and optimizing job information database was presented. and database optimization techniques were introduced to the preexisting system to establish advanced Foreign Labor Management System that corresponds with the needs of the employers.
