국문 초록

성공적인 지역사회복지 네트워크체제의 구축은 궁극적으로는 수혜자들의 삶의 질을 확대시킬 수 있다는 믿음이 본 연구의 초점이다. 그러므로 네트워크를 어떻게 형성해서 통합적인 지역사회복지서비스를 제공할 것인지를 살펴보는 것은 중요하다. 본 연구는 지역사회복지 네트워크를 분석의 단위로 그들이 어떻게 구조화되어 기능하는지를 실증자료를 통해 분석함으로써 우리사회에 걸 맞는 지역복지네트워크체제의 모형을 개념화하여 복지수혜자들의 삶의 질 향상에 필요한 지역사회복지 네트워크 활성화 방안으로 사회복지재정의 정책적 개선, 지역사회복지 정보체계구축, 전문 인력에 대한 교육 및 환경 조성, 지역사회복지 협의체 및 주민참여 유도 등을 제시했다. 지역복지서비스 네트워크의 활성화는 다양한 문제와 욕구에 대처하기 위한 신속하고 통합적인 하나의 방안으로서 지역사회 주민의 복지향상을 위한 하나의 시급한 과제라 할 수 있을 것이다.

영문 초록

This study is founded on the belief that a successful establishment of a community welfare network would ultimately improve the beneficiaries' quality of life. Hence, it is important to examine what would be the most effective way of setting up a network to provide a comprehensive community welfare service. By analyzing the empirical evidence to find out how a community welfare network is structured and functions, this study aims to conceptualize the community welfare network system that suits our society. For this purpose, this study proposes the following policies as a means to revitalize the community welfare network so as to improve the beneficiaries' quality of life: improvement of social welfare fund policy; establishment of local welfare information network; preparing an environment and education for professional workers; inducing active participation of local community welfare committee and its residents. One could argue that revitalizing a community welfare network is one prompt and comprehensive measure that addresses a variety of issues and needs, and that setting up such measure is an urgent task if we are to improve community welfare for its residents.
