국문 초록

지금까지 공공갈등의 선행연구는 공공갈등요인이 다양하고 일반화되기 어려움에도 불구하고 갈등의 특성요인, 갈등의 과정, 갈등해결의 환경적 요인을 중심으로 진행되었다. 먼저 갈등의 특성연구는 상호불일치를 야기하는 갈등이슈의 성격이나 갈등 당사자의 수나 힘의 관계와 같은 갈등당사자의 특성과 갈등해결과의 관계에 초점을 둔 연구들이다. 따라서 이 연구에서는 우리군의 실정에 맞는 갈등관리방안을 구축하여 민과 군의 갈등을 효율적으로 관리하여야 하며, 그러기 위해서는 기존의 틀을 뛰어넘는 새로운 제도와 절차를 모색하여 갈등관리의 패러다임을 바꾸기 위해 사회적으로 이슈화되었던 제주 해군기지 건설의 군 관련 갈등사례를 분석하여 군의 갈등의 성격과 갈등의 발생, 증폭, 지속에 영향을 주는 다양한 요인에 대한 체계적인 탐색을 모색하고, 갈등을 거버넌스적인 관점에서 접근하여 참여와 소통, 절차적인 측면에서 해결해 나가는 정책적 방안을 분석하고자 한다.

영문 초록

Though the preceding research of public conflict has various factors and difficulty on generalization, it has proceeded with characteristic factors, a process of conflict and environmental factors in conflict resolution until now. The characteristic study of conflict is focused on the conflict resolution relationship and characteristics of people directly involved conflict like their number or power relation and conflict issue characteristics Accordingly, this study attempts to build conflict management solutions which fit for the situation in our military to maintain conflicts of the civil and military. And to do that, the first is to seek the new system and procedure beyond the existing framework. the second is to analyze the related military conflict cases of Jeju Naval Base Project construct to change a conflict management paradigm and seek systematic investigates on various factors that influence the characteristic, occurrence, amplification and maintenance of conflict. the third is to approach conflicts in governance model and analyze political solutions that solve in participation, communication and procedure.
