국문 초록

테러는 영어단어의 뜻처럼 상징성과 잔혹성으로 공포를 일으키는 작용을 하며 신생테러조직을 단숨에 세계에 알리는 최고의 노이즈마케팅(noise marketing)이라 할 수 있다. 즉 테러조직에게 테러는 현재와 같이 지구촌이 실시간으로 네트워킹 되는 시대에서 자신들의 존재를 알리고 새로운 조직원을 모집할 수 있는 아주 적절한 최고의 홍보수단이다. 우리는 이미 9.11테러에서 충분한 교훈을 얻었음을 잊지 말아야 한다. 각국의 테러대응방안은 9.11테러 이후 많은 발전이 이루어졌다. 그러나 국제공조는 유엔의 결의안을 제외하고 아직 미흡하다. 인류의 보편적 가치를 위협하는 테러를 충분히 사전에 예방하고 적절히 사후에 대응하기 위해 개별국가들은 자신들의 이기심을 버리고 테러정보만이라도 충분히 공유하고 활용할 수 있는 공조방안을 마련해야 한다. 사회적 합의를 통해 이 문제를 논의하여 대응방안을 마련하다가 자칫 시기를 놓칠 수 있다. 결국 최근 국제적 이슈로 급부상하고 있는 IS가 앞으로 얼마나 더 성장하고 팽창할 것인지는 우리가 어떻게 대처하느냐에 달려있다. 이에 UN을 중심으로 각국이 실질적인 정보공조방안을 마련하고 UN안보리 상임이사국을 중심으로 지상군과 충분한 화력지원을 통해 발본색원하지 않는다면 인류역사에서 좋지 않은 선례가 또다시 등장할 것이다. 마지막으로 IS라는 이름은 그들이 스스로를 이슬람국가(Islamic State : IS)라고 부르는 것인데, 이를 언론이나 국가들이 그대로 사용하고 있어 문제라 할 수 있다. 이를 대체하기 위해 여러 가지 용어들이 등장하고 있지만 통일되어 있지 않다. 우리가 그들을 국가라고 인정할 수 없으면서 국가라고 부르는 우스운 상황이 벌어진 것이다. 발생하지 않기를 바라지만 앞으로 유사한 조직이 만들어지는 경우를 대비해서라도 용어에 대한 통일이 이루어지길 바란다.

영문 초록

The answer would be terror without any doubt. The symbolism and brutality of the word 'terror' allows it to play the role as the greatest form of noise marketing when introducing a newly organized terrorists by provoking fear. In other words, terror works as the most appropriate advertisement tool in today's real-time networking system for the terrorist organizations. We should not forget that the lesson we learned through 911 terror was sufficient. Every countries terror response measures have hugely developed after 911 terror. However, excluding UN resolutions, international cooperation system is still unsatisfactory. To prevent and strengthen post management of terror which is a threat to universal values of humanity, individual nations must retrain their selfishness and prepare cooperation methods by at least sharing and applying information of terrorism with one another. The right moment could be missed while preparing countermeasures through a social agreement on this problem. Hence, the growth and expansion capacity of IS, which is a growing global issue, depends on how we deal with it. It's never too late for the nations to start now. If every countries, having UN Security Council as the core, are not to prepare any practical information cooperation measures and eradicate sources of evil through ground forces and sufficient fire support, another poor example of precedent will be produced. Lastly, the media and countries simply using the term IS, which is spoken by terrorists to call themselves Islamic State, should be classified as a problem. Many terminologies have been introduced to substitute the misleading term, but they are not unified as one. The ironic situation where we call them as a country while not accepting them as a nation has been occurring. Although no more similar organizations should be formed, for the future, it is imperative that a unified terminology is produced.
