손상자료 분석을 통한 근거기반의 부산광역시 교통안전 프로그램 개발 연구

국문 초록

본 연구는 부산광역시 교통사고 실태와 현황을 파악하고 교통안전도를 증진시키기 위해 위하여 2008년∼2012년도 부산광역시 경찰청 교통사고 통계 연보를 토대로 분석하고 손상통계를 근거로 프로그램을 개발하였다. 특히 교통사고 발생률, 음주운 전, 안전벨트 및 보호 장구 착용여부 등을 파악하여 근거기반의 교통사고 예방사업 프로그램 개발과 정책수립에 기초 자료로 이용되고자 시도되었다. 분석결과, 교통사고 손상발생현황은 남자가 여자보다 5배 이상 더 높았고, 연령이 증가할수록 손상빈도도 더 높았다. 시기별로는 11월과 4월의 토요일, 금요일이 높았고, 시간상으로는 오후 6～7시 퇴근시간이 발생빈도가 높았다. 어린이 교통사고는 오후 2시에서 8시 사이에 사고발생이 집중되어 있었고, 음주운전 교통사고 손상발생 건수는 19～44세 (청·장년) 연령층이 가장 많았다. 또한 사고당시 운전자의 안전벨트 및 보호구 착용여부는 여자가 남자보다 높았고 연령별로는 초등학생이 가장 저조하여 교통안전 프로그램의 개발과 보급이 시급하다는 사실을 다시 한번 확인할 수 있었다. 이상의 분석 결과를 근거로 교통안전 프로그램을 연령별로 도출하고 이를 실행하기 위한 전략으로 교육, 환경개선 및 규제강화의 3가지 전략으로 접근할 수 있는 프로그램을 개발하였다.

영문 초록

The objective of this research is to analyze the traffic accident statistics of Busan Metropolitan city and to find out the most effective program for Busan citizens according to the evidence based approach. In order to provide supporting data according to the current situations of Busan citizens’ traffic accidents, we analyze the statistic data of traffic accident of the Busan Metropolitan Police Agency to find out the causes of traffic accidents and their actual conditions. We have developed an evidence based Traffic Accident Prevention Program according to ages through the analyzed data so far. In detail, we developed and spread a car accident prevention education program for children and the elderly. For teenagers, we developed a program for wearing helmets, and for adults, we developed and spread a program for making a safe driving culture. As well, we made school zones and senior zones around schools and senior centers. Evidence-based approaches are prominent on the national and international agendas for health policy and safety promotion. This development process will guide other programs specific for other safety promotion programs.
