도시재생 지역선정을 위한 평가지표 연구

국문 초록

우리나라는 급속한 도시발전으로 인하여 신도시 건설, 대규모 주거지 개발 등의 물리적인 발전이 지속되어 왔다. 이에 따라 도시재생사업이 활성화되고 있지만 국가 및 지방정부 재정의 한계로 인해 모든 신청지역을 동시에 지원할 수 없는 실정이다. 본 연구에서는 순차적이고 지속적인 정부의 제도적, 행정적, 재정적 지원을 위한 도시재생 신청 지역 평가를 위해 도시재생 지역선정 평가지표를 제시하는 것을 목적으로 하고 있다. 평가지표 도출을 위하여 특별법에서 제시하고 있는 지역선정 기준과 도시재생, 지역선정 평가지표 관련 문헌 및 선행연구 검토와 일본, 영국, 미국, 프랑스 등의 선진 도시들의 도시재생 지역선정 평가지표와 비교하여 물리ㆍ환경, 인구ㆍ사회, 산업ㆍ경제 부문으로 구분되는 요소들을 도출하였다. 최종 도출된 요소들에 대한 요인분석을 실시하였다. 도시재생에 있어서 물리ㆍ환경부문에는 토지이용, 건축물 상태, 접근성이, 인구ㆍ사회부문에는 교육ㆍ문화ㆍ복지, 환경ㆍ위험ㆍ재해가, 산업ㆍ경제부문에는 산업ㆍ고용, 사업추진여건, 재무성 및 부동산 가치가 적합한 것으로 분석되었다. 이는 주거환경개선, 재건축 등에서 분류되었던 물리적, 환경적, 사회적 요인들이 도시재생에 있어서는 다소 차이가 나타나는 것을 의미한다.

영문 초록

1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to provide evaluation indexes of site designation for urban regeneration that can be used for evaluating regions applied for urban regeneration, ensuring sequential and continuous government's systematic, administrative and financial assistance. (2) RESEARCH METHOD For the purpose of developing the evaluation indexes, this study first reviewed the criteria for designating target sites stipulated in the special laws, and literature and previous researches on evaluation indexes of site selection. Furthermore, the findings from the review were compared with relevant evaluation indexes developed in advanced countries including Japan, the U.K., the USA and France to come up with useful implications. The review and comparative analysis provided factors divided into physicalㆍenvironmental, demographicㆍsocial, industrialㆍeconomic sectors. (3) RESEARCH FINDINGS The analysis result for urban regeneration showed that land use, building condition and public interest were suitable for the physicalㆍenvironmental sector and educationㆍcultureㆍwelfare and environmentㆍhazardㆍdisaster were for the demographicㆍsocial sector and industrial level, project promotion conditions, financial conditions and real estate value were for the industrial and economic sector. 2. RESULTS This result indicates that the physical, environmental and social factors classified in the residential environment improvement and reconstruction sectors are a little different in urban regeneration sector.
