국문 초록

세계적으로 안전에 대한 개념의 재인식이 기존의 안전성 평가에서 위험요인 평가와 그에 따른 결과까지 고려하는 위험도 산정과 같은 정량적 평가를 기준으로 재편되고 있다. 전통적 이수개념 중심의 안전을 중시하는 현행 안전진단 및 점검에 의한 등급산정방식은 급속한 노후화 및 댐하류부의 빠른 개발에 따른 위험도 증가 파악이 곤란하다. 또한 한정된 예산의 효율적 활용을 위한 투자우선순위 결정에 현행 등급산정방식은 한정되고 미흡한 수준의 정보제공만이 가능하며 그 결과는 매우 정성적일 수 밖에 없다. 본 연구의 목적은 2종 저수지(총저수량 30만$m^3$ 수식 이미지미만)를 대상으로 시행한 150개 저수지 안전점검 결과를 토대로 하여 민감구간에서 유지관리시급성을 만족하고 투자효율의 극대화를 위하여 댐하류 및 주변지역의 재해영향평가를 고려한 투자우선순위 결정 지원방안을 마련하고자 한다.

영문 초록

The understanding of the safety concept has been newly reorganized from the existing safety assessment to the quantitative risk assessment, such as the level of risk calculation including potential risks and its consequences. It is difficult to detect the increment of the level of risk using the grade measurement method in the current safety check and diagnosis of the traditional water application concept to fulfill the safety of the dam because of the rapid development of the downstream area and the rapid aging of dam. In addition, the current grade measurement method for the efficient utilization of the limited budget is limited to find out the investment priorities based on the safety inspection and evaluation because provided levels of information is insufficient and limited, therefore, the result is inevitably qualitative. The purpose of this study is to provide the advice information for decision-making of the investment priorities of the second-class reservoir (below $300,000m^3$ 수식 이미지 in capacity) in the sensitive section on the basis of 150 reservoir safety results considered the disaster impact evaluation of downstream areas and surrounding of dam in order to meet both satisfying the maintenance control and maximizing the investment efficiency.
